Description
Air Force Research Laboratory, Air Vehicles Directorate. Contracting Division (AFRL/VAK) intends to award a sole source contract to the Institute of Scientific Research, Inc., 320 Adams Street, PO Box 1148, Fairmont, WV, 26555-1148. The proposed effort builds upon the software and hardware involved in a current effort between the ISR and AFRL/VA. ISR was provided and is currently operating Air Force simulation equipment and software that is a critical element to this new phase of ongoing research. Government furnished equipment that ISR is operating consists of a cockpit and a high-fidelity visual system that duplicates an identical system at AFRL/VA. These two systems are connected together via an ISDN line and they are the only two systems of their kind. In addition, due to the size, weight and fragile nature of the systems, this equipment is not easily moved to an alternate location. Under the scope of this new effort with ISR, researchers will be exchanging simulation software that will be developed and tested in the two cockpits individually and jointly. One of the issues that will be addressed is a thorough investigation of the affects of time delays and information losses between remote systems in simulation events. Once the environment is thoroughly understood, joint simulation and development activities will use the cockpits and software to investigate new control algorithms and manned aircraft interactions with unmanned air vehicles. Interested persons may identify their interest and capability to meet the requirement. This notice of intent is not a request for competitive proposals. If no written response is received by 08 Mar 04, to the effect that comparable items/services are available, and that it is more advantageous to the Government than obtaining these items/services through a sole-source procurement with ISR, a sole-source award will be made.
