Description
This is a combined synopsis/solicitation prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constituters the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-18, Effective 12 Jan 2004 and FAC 2001-19, Effective 1 Jan 2004. The solicitation number is F8PLF940360100 and will be issued as a request for quote. The NAICS code is 541330 and the size standard is $4,000,000. This acquisition is 100% Small Business set-aside. There are four line items that are posted at http:// www.eps.gov, under solicitation number F8PLF940360100. CLIN 1: the requirement is for technical support for a one year period of performance. The contractor shall provide technical support based on direct experience manufacturing and testing flexible thin-film solar cells, experience regarding space power generation, space environment experience, and comprehensive knowledge of flexible thin-film solar cell vendors. Specific aspects of this technical support must include: space qualification testing of space power components, experience working with major spacecraft manufacturers such as Boeing Satellite Systems, Lockheed Martin Space Systems, etc.), and experience designing, building, testing and flying space solar arrays. This work will be directed by the end-user and will require travel to vendor’s facilities or to the end-user’s facility under invitational travel orders to attend technical interchange meetings. At such meetings, the contractor shall contribute in appropriate ways that contribute to successful development/transition of the space power generation technology being discussed. It is also expected that discussion will occur with the contractor via telephone and electronic mail on a periodic basis. Reports detailing technical support will be required with each invoice that is submitted by the contractor. CLIN 1: Specific items expected of contractor include, but are not limited to; 1. Evaluating designs and test results from thin-film module development efforts and provide professional opinion regarding their accuracy and significance. The contractor will analyze module designs and prototypes along with test data to assess space survivability and applicability to the space market (both commercial and defense applications.) 2. Analyzing design and test results from thin-film solar cell vendors and make suggestions to improve cell performance (mass and efficiency), space survivability, and to lower cost. 3. Contributing design options which could result in lower cost and easier-to-manufacture large solar arrays using the thin-film solar cells. 4. The contractor shall provide information on various space related testing procedures, facilities, and past space experiment history. 5. Participating in Air Force program review meeting as required to support the thin-film solar cell development program. CLIN 2 is for Option Year One, CLIN3, Option Year Two, CLIN 4, Option Year Three and CLIN 5: Option Year Five. Offers will be evaluated on: direct experience with flexible thin film photovoltaic devices, experience regarding space power generation, experience regarding the space environment, comprehensive knowledge of vendors of flexible thin film photovoltaics and experience in the area of thin film photovoltaic modules for space use.
