- Description
- Furnish all labor, material and equipment necessary to provide design and consruction services to reroof twelve buildings at U.S. Coast Guard Integrated Support Command Alameda. Work includes: Furnish all design, labor, materials, and equipment necessary to furnish and construct four roofs at Integrated Support Command Alameda, Alameda, California. Buildings requiring new roofs are 16, 18, 19 and 42. This is a preformance specification. Award will be made under the best value source selection of Section 15 of the Federal Acquisition Regulation (FAR), the Performance Information Procurement System (PIPS) developed at Arizonia State University, and Department of Homeland Security and U.S. Coast Guard rules and regulations. The source selection will evaluate past performance, a contractor management plan, the proposed warranty, and price; price and all technical factors will be approximately equal. This will be described in Section L&M. Separate proposals will be required for technical factors and price. The estimated cost of this procurement is between $1,000,000 to $5,000,000 (CONSTRUCTION BIDS ONLY). Performance period is 120 calendar days after receipt of Notice to Proceed. This is a set-aside for small business only. The applicable NAICS code is 238160. Small Business size standard is $12 million. All responsible small businesses may submit a proposal, which will be considered. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Our office no longer issues solicitations or amendments in paper form. Any amendments issued to this solicitation will be posted solely on this website. This solicitation can be downloaded from (http://www.eps.gov/) on approximately 5 March 2004. If it does not appear on that date, please check back daily. The date set for receipt of proposals is approximately 5 April 2004. This date is estimated and may change. For security reasons all Coast Guard Drawings are available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOps webpage identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000.00 with interest at the prime rate.
