- Description
- During 2001, the United States Postal Service (USPS) established a list of pre-qualified commercial suppliers which hold Information Business Systems Solutions Ordering Agreements (IBSS-OA). These Ordering Agreements provide development, integration, and support of custom IT applications, utilizing current, industry best practices and innovative approaches that are consistent and in accordance with the Software Engineering Institute Capability Maturity Model (SEI-CMM) Level 2 for software development, and USPS policies and procedures. When applicable and practicable, suppliers may utilize a combination of commercial off-the-shelf (COTS) software, custom software, and/or COTS hardware, as required in order to provide a solution to the USPS. In accordance with the USPS Purchasing Manual, the Postal Service periodically reassess the suppliers included in this list in order to ensure that they remain qualified and reliable and to consider whether new suppliers should be included from the list. Therefore, it is the intent of the Postal Service to reassess the marketplace and identify potential suppliers which may be considered for inclusion as an IBSS Ordering Agreement holder. Attached herein are the pre-qualification requirements to be utilized by the USPS for consideration. Information received in response to this notice may be considered solely for the purposes of ensuring that potentially qualified supplier are made aware of this pre-qualification opportunity. Not all respondents to this pre-qualification request may be considered suitably qualified for award of an IBSS Ordering Agreement. Telephone inquires will not be honored.
