- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this Request for Proposal (RFP) is 201814R015. This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Circular 2001-19 01/01/2004. The solicitation is 100% set-aside for small business. The applicable NAICS is 811310 size standard is $6.0 This requirement is for replacement of parts related to the undercarriage, tracks and radiator on a 1990 Caterpillar D7H Bulldozer, Serial # 79Z04117. Note the dirt blade and arms have been removed and will not be transported with the dozer to the repair facility. The reference to place of performance as U.S. Fish and Wildlife Service Socorro County, New Mexico is for the purpose of electronic transmission of this document. The equipment is the equipment is currently located at Bosque del Apache National Wildlife Refuge, 1001 Route 1 which is 8 miles south of San Antonio, New Mexico 87832. The actual place of performance will be at the selected vendor's designated place of business for this type work. The vendor shall remove old parts, furnish and install new parts. The following is a complete list of parts required (to the best of our knowledge) by Caterpillar Part # and quantity needed. If vendor identifies additional required parts are needed, approval of Contracting Officer is required before purchase and installation of additional parts. The vendor is required to maintain an inventory of all parts that are replaced and provide that inventory and the parts replaced to the government at the completion of the work. In addition prices must be inclusive of all applicable federal, state and local taxes. The following Clauses and Provisions which can be obtained in full test at http://www.arnet.gov/far/ are applicable to this solicitation: 52.212-1, Instructions to Offerors-Commercial, 52.212-3, Offeror Representations and Certifications-Commercial Items which must be completed and submitted with the proposal, Clause 52.212-4 Contract Terms and Conditions-Commercial Items; and Clause 52.212-5 Contract Terms and Conditions Required to implement Statutes of Executive Orders Commercial Items. In order to comply with the clause at 52.222-41 Service Contract Act of 1965, As Amended, wage determinations can be obtained at http://www.wdol.gov/sca.aspx. The applicable wage determination will be incorporated in any resulting purchase order. This solicitation is a performance based best value and the Provision 52.212-2 Evaluation Commercial Items is applicable. The following four (4) evaluation criteria will be utilized to determine the best value to the Government. 1. Price: Provide prices for all line items, there will be no multiple awards for this requirement 2. Quality of parts: The government preference is for all replacement parts shall be "Genuine Caterpillar Parts", Aftermarket parts may be used or substituted in lieu of genuine Caterpillar parts. It is permissible to quote on both "Genuine Caterpillar Parts" and Aftermarket parts. A separate pricing schedule must be provided for each category. 3. Period of performance: The government will evaluate the advantages both time and cost of the government transporting the equipment to and from the vendor's location or the vendor transporting the equipment. Include in your response a time line schedule that reflects the amount of time the equipment would be in transit to and from your location if you provide the transportation. Also include as a separate item the amount of time necessary for the installation of parts once the equipment is on site. In addition include in your proposal the distance and driving directions as reflected in http://www.mapquest.com/ or similar web site from Bosque del Apache NWR to your location and return. 4. Warranty: Provide the type and period of warranty for the parts proposed include separate information if different for "Genuine Caterpillar Parts and Aftermarket parts.
