Description
The Environmental Protection Agency has a requirement for facilities maintenance and support services for six different locations in the Research Triangle Park, NC area, including Chapel Hill. The successful offeror will furnish all labor, materials, equipment, personnel, and supplies to provide varied requirements that will include, but is not necessarily limited to institutional support services, technical analysis of studies, reports, designs and drawings of projects, equipment maintenance, snow removal/road maintenance, maintenance of CCTV/Security Systems, i.e., card access systems. The institutional support services covered by this SOW include as primary functions, but are not limited to, the maintenance and operation of plants, buildings and equipment; the design and fabrication of hardware and equipment; alterations and repairs to the buildings and plants; and engineering documentation. Secondary functions include but are not limited to locksmith services, CCTV maintenance, security access equipment maintenance, PA system maintenance, fire alarm maintenance, snow removal services, maintenance of gravel access roads, and signage services. EPA anticipates the award of a level of-effort type contract for a total of 840,000 hours. The requirement will include a twelve (12) month base period of 104,000 hours with an optional 64,000 hours, and four twelve (12) month option periods of 104,000 hours with an optional 64,000 hours for each period. The maximum period of performance is 60 months. The Solicitation number is PR-NC-03-10653 and is being issued as a Request for Proposal (RFP).This requirement will be a level-of-effort, cost plus fixed fee contract. North American Industry Classification System (NAICS) No. 561210 applies with a size standard of $23M in average annual receipts over the last three years. It is estimated that this solicitation will be issued on or around December 15, 2003 as a Small Business Set-Aside. The proposals will be due approximately six weeks after the RFP issuance date. The solicitation and any amendments are available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. A pre-proposal conference will be held on approximately December 23, 2003, at U.S. Environmental Protection Agency, 109 T.W. Alexander Drive, Research Triangle Park, NC, beginning at 8:30 a.m. NOTE: It is your responsibility to frequently check the same site where the solicitation is to be posted for any change in the RFP issue date and preproposal conference/site visit date. Firms are encouraged to access the solicitation via the Internet. If you will be obtaining a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency. Telephone and fax requests will not be honored. See Numbered Note(s) 1 and 26.
