Description
This is a pre-solicitation notice for the anticipated construction of a new C-130 Operations Training Facility for the Little Rock Air Force Base. The USACE Little Rock District intends to initiate a negotiated, best value, Request for Proposal (RFP ). The facility consists of 929 square meters. The project includes site development such as new parking, driveways, sidewalks, and landscaping. The building will have mechanical, electrical, fire protection-detection, lightning protection, seismic prot ection, communication services, and other support infrastructure. Force protection will be incorporated. In addition there will be options to be determined. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Construction time is anticipated to take approx. 328 days after notice to proceed. It is anticipated to be a Firm-Fixed-Price Contract. The North American Industrial Classification System code is 236220 and the annual size is $28.5 million. This is solicitation will be unrestricted. Solicitation issue date is on or about 2 March 2004. Response (closing) date for Request for Proposals (RFP) will be on or about 2 April 2004. BASIS OF AWARD. Subject to the terms and conditions contained in the solicitation, award will be made to a single Offeror. To be considered acceptable, each offeror shall specifically address each of the evaluation factors. Sufficient detail should be pr ovided to allow for an adequate review of the proposal. The proposal must show clearly that the offeror has an understanding of the working tasks required and has the capability and responsibility to accomplish the project in a timely fashion. No proposa l will be accepted that does not contain clear and concise evidence of the Offerors ability to provide work in accordance with this solicitation. (a) The government will evaluate each proposal strictly in Accordance with its content and will not assume tha t performance will include areas not specified in the Offerors proposal. The Government is not responsible for information overlooked during evaluation, which is not located in the appropriate proposal section. To ensure that evaluation credit is appropr iately received for proposal material submitted, do not incorporate by reference documents not contained in the proposal. References to other sections of the proposal shall be by specific paragraph number (and name, if applicable), page number and section . (b) Award will be made to the Offeror whose offer will be most advantageous to the Government, considering the evaluation factors stated below. Offerors are cautioned that in the event proposals are found to be substantially equal, price shall govern i n selection of award. (c) All offerors are advised that the Government intends to evaluate proposals and award this contract without discussions with offerors (other than a request for clarifications for the sole purpose of eliminating minor irregularitie s, informalities, or apparent clerical mistakes in the proposal). However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary at which time discussions will be conducted with all offeror s determined to be in the competitive range. Therefore, each initial offer should contain the offeror??????s best terms from a cost or price and technical standpoint. Do not assume you will be contacted or afforded an opportunity to clarify, discuss, or revise your proposal. (d) Any resultant contract will be based on the Request for Proposal documents including amendments, and contractors cost/price and management/technical proposals. After award, the Contracting Officer must approve any proposed change s to the contractor??????s technical proposal. The solicitation will be available on Compact Disk (CDROM) and provided free of charge. It has been determined that the number of CDROMS will be limited to one (1) per firm. Plans and specifications wi ll not be provided in a printed hard copy format. Registration for plans and specifications should be made via our Corps Internet Homepage: https://ebs.swl.usace.army.mil this will ensure each plan holder receives notification of amendments to the solicit ation as they are issued. The plans and specifications will be available to download from the Corps Internet Homepage stated above. All orders will be via first class mail. When ordering please provide the following: Solicitation No. W9127S-04-R-5004, Name of Firm , Point of Contact, Mailing Address, Street Address for Parcel Delivery Service, Telephone and fax number (including Area Code), E-mail address, and status (General Contractor, Supplier, or Plan Room).
