Description
The Government intends to negotiate an Indefinite Delivery/Indefinite Quantity type contract with a Time and Material pricing structure for the research and development of a Sailor Career Management System as required by the Navy Personnel Command’s Navy Personnel Research, Studies and Technology (NPRST) Department, Millington, TN. This requirement will be solicited under Full and Open Competition. A small business subcontracting plan will be required as part of the response to the solicitation. The subcontracting goal for this procurement is for 23% of the total contract dollars to be subcontracted to small businesses, small disadvantaged businesses, women-owned small businesses, HubZone small businesses, and small disadvantaged veteran-owned small businesses. A HubZone price evaluation preference of 10% applies. The resulting contract will have a period of performance from the date of award through 12 months thereafter and contain provisions for four (4) one-year option periods. The NAICS code applicable to this procurement is 541511. Potential offerors should note that this requirement will be subject to the Service Contract Act and that some of the labor categories will require compliance with a current Department of Labor wage determination. This contract will support NPRST in the research, design, development, update, testing, maintenance, and integration of systems to manage all aspects of a Sailor’s career from his or her initial selection and classification to their last assignment before retirement. Contract tasks will include the research and development of an integrated system architecture with the capability to aid individual Sailors in career decisions, and to manage the distribution and assignment process and their supporting databases. The development, maintenance, testing, updating, and transitioning to operational use of related personnel software components of the integrated system, such as those supporting the selection/classification and subsequent re-classification of Sailors, personnel auction mechanisms, intelligent agents, optimization and career planning tools will also be included as tasks under this contract. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil . This office will no longer issue hard-copy solicitations. By submitting a proposal, the contractor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to so represent may be grounds for refusing to accept the proposal. The Request for Proposal (RFP) will be issued on or about 26 September 2003 and will close on or about 12 November 2003. Selection of the awardee will be made on a best-value basis; price and other factors will be considered.
