Description
NASA/LaRC has a requirement to purchase one (1) Tunneling AFM Module (TUNA) and one (1) Conductive AFM (C-AFM) Module for an AFM nano-manipulator system. These modules will be used to upgrade an existing AFM nano-manipulator system. NASA intends to purchase the items from Veeco Metrology, LLC doing business as Veeco Instruments, Inc./Digital Instruments in Santa Barbara, California. Veeco Metrology, LLC is the only known source capable of providing the two modules, which must be physically and electrically compatible with the nano-manipulator system that was previously purchased by NASA/LaRC from Digital Instruments. Specifications are attached. The Sole Source Authority is FAR 13.106(b)(1). The Government intends to acquire the commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. E.T. on February 25, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer that shall be considered by the agency. An Ombudsman has been appointed.
