- Description
- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This requirement is to establish a Firm Fixed Price, 5 year, Requirements Contract for Court Reporting Services for the Naval Service Warfare Center, Carderock Division (NSWCCD). Primary locations are Philadelphia, PA and Bethesda, MD. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Request for Quotation (RFQ) number is N65540-04-Q-0013, which utilizes the Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-18 and DFARS 20031215. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far or http://farsite.hill.af.mil. The NAICS code is 561492, the size standard is $6.0 Million Dollars. This is a 100% Small Business Set Aside. NSWCCD requests responses from qualified sources capable of providing the Court Reporting Services as outlined in the ?RFQ 04-0013 Attachment? which contains the Schedule (Contract Line Items, CLINs), Statement of Work, Technical Requirements, and Clauses/Addendum. This acquisition will be evaluated on a low price, technically acceptable basis. Offerors are required to submit technical documentation in accordance with the Addendum to FAR 52.212-1 Instructions to Offerors?Commercial. FAR 52.212-1 Instruction to Offerors ? Comme rcial and addenda applies to this acquisition. Evaluation Criteria are also applicable to this acquisition. Clauses 52.212-4 Contract Terms and Conditions ? Commercial, 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items, 252.212-7000 Offeror Representations and Certifications - Commercial Items, and 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and addenda are applicable. The FAR and DFARS Clauses cited in the body of applicable clauses above are checked as applicable in the clause in the ?RFQ 04-0013 Attachment?. Offerors must include a completed copy of all Representations and Certifications in FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items and DFARS 252.212-7000 Offeror Representation an d Certifications ? Commercial Items with their proposal. The ?RFQ 04-0013 Attachment? containing the Schedule (Contract Line Items, CLINs), Statement of Work, Technical Requirements, and Clauses/Addendum are contained in the attachment to this synopsis.
