- This acquisition is a fixed price best value procurement for seawall construction along the Townsend Inlet frontage in Avalon, New Jersey. Work may include, but is not limited to: Removal of existing stone, excavation, placement of a foundation matt ress, placement of core stone, and placement of capstone ranging in weight between 5 and 8 tons. The required quantity of stone to complete the project is estimated to be approximately 105,000 tons. The completed seawall length will be approximately 2,950 feet. Completion time for the project is 540 calendar days. Major source selection evaluation criteria will include Technical and Price proposals with price being slightly less important than Technical. The technical evaluation criteria in descending wei ghted order will include: Specialized Experience, Past Performance, Key Personnel, and Project Management Plan. The detailed evaluation criteria will be included in the RFP package. Award of the contract will be made as a whole to the offeror whose propos al conforms to all requirements of the specifications and offers the greatest value to the Government. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; or award the contract to other than the lowest price. Proposed offerors are advised an award may be made witho ut discussions. The NAICS Code for this project is 237990 (SIC 1622) and the small business size standard is $28.5 million. Issue date for the request for proposals is on or about March 1, 2004 with proposals due by close of business on or about April 1, 2004. Hard copies will not be provided. Interested firms must register for this solicitation through this web page. No written or faxed requests will be accepted. If any information changes during the advertisement period, contractors are responsible to make changes to their user p rofile on the Internet. Contractors are responsible for printing paper copies of the solicitations. All amendments to this solicitation will be posted to the Internet at the above address. The budgeted amount for this procurement is $13,500,000, and there is no expectation of additional funds. All contractors must be registered in the Central Contracto r Registration database prior to award. Instructions will be included in the RFP package. Liquidated Damages will be specified. Davis Bacon rates will be applicable and bonding and insurance is required. This procurement is advertised as unrestricted.
