Description
The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), Electromagnetics Division, Boulder, Colorado, requires a contractor for the measurement, characterization, and analysis of magnetization dynamics for information storage and telecommunications applications. The goal is to determine the nature and magnitude of spin-wave generation in magnetic structures and devices using time-averaged, time-resolved, magneto-optic methods and micro-electromechanical systems (MEMS). The measurements are to be performed at NIST using a recently-built high-frequency atomic force microscope and pulsed-laser diode system. The contractor must have a combination of skills and past experience in magneto-optics, time-resolved optical measurements, coherent-control techniques, and optical set-up and microwave circuit design. The contractor must also be familiar with magnetization dynamics and have a thorough understanding of both experiment and theory. Specific work tasks will include: (1) design and construction of a time-resolved pump/probe system with 10 micrometer spatial resolution; (2) measurement of time-resolved magnetization dynamics as a result of ferromagnetic resonance under a variety of excitations, including radio-frequency field pulses delivered with coplanar waveguide technology. The contract period is March 1, 2004, through March 1, 2005. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (not to exceed $100K). Proposals must be received by February 253, 2004. Proposals must demonstrate the capability to meet the above requirements. Proposals must also include business size, Federal Taxpayer Identification Number, and Dun and Bradstreet number. The Mountain Administrative Support Center (MASC), Acquisition Management Division, requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
