- The Tongass National Forest is seeking quotes for furnishing ten tons of granular MAP fertilizer as described in this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals are being requested and specifications can be found at solicitation KTN-04-13 on FedBizOpps. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-33). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 325314. The small business size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the contractor is a small business. The intent of this acquisition is to purchase ten tons of fertilizer with the following specifications: PRODUCT: Monoammonium Phosphate 12-61-0 (preferred) or 11-55-0. GENERAL INFORMATION: Chemical Name-monoammoniumphosphate, ammonium dihydrogen phosphate. Chemical Formula-(NH4)H3PO4. Appearance-white anhydrous crystals. TYPICAL ANALYSIS: Assay-99.8%, P3O5-61.5%, N-12.1%, SO4-<300ppm, Ca-12ppm, As-0.5ppm. MISCELLANEOUS: Solubility in water-365 g/l, PH (1% solution)-4, Insoluble substances-Max 0.05, Moisture-Max 0.1%. MAXIMUM METALS LEVELS (ppm): Arsenic-0.5, Cadmium-0.4, Cobalt-1.0, Lead-1.0, Mercury-0.025, Molybdenum-0.5, Nickel-1.0, Selenium-2.0, Zinc-1.0. PACKING AND SHIPPING: Preference will be given to bidders who package fertilizer in water resistant bags. Each bag will contain 50 pounds or less of product. Product will be palletized as follows: 30 bags of product (1500 pounds) shall be shrink-wrapped and placed inside bulk-lift air cargo bags. Cargo bags containing shrink-wrapped fertilizer bags will be palletized, secured to pallets with 2 metal bands. Palletized fertilizer will be loaded and secured in a sea-land type container for shipment in such a way that they do not shift during shipment. Proper loading in the sea-land container will ensure that pallets can be unloaded with a forklift. Fertilizer will be shipped FOB to Sitka, Alaska via a barge line. Delivery due between May 3 and May 7, 2004. Contractor must contact Forest Service Contracting Officer Representative prior to shipment to ensure packing and loading are as specified. Quotes may be submitted on vendor's letterhead stationary and may be mailed to Tongass National Forest, Federal Building, 648 Mission St., Ketchikan, AK 99901 or sent via FAX to (907) 228-6254. Quotes must be submitted not later than 3:30 p.m. (Alaska time) on March 1, 2004. Quotes must also include a completed copy of FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. This provision is available on-line at www.arnet.gov/far/. An offer will be made to the contractor whose quote represents the best overall value to the Government, price and other factors considered, including the ability to meet delivery and packaging specifications.
