- Description
- The Naval Air Systems Command Aircraft Division has an unclassified requirement for the purchase of a Mission Assessment Recording System (MARS); compatible with the operational, functional and configuration requirements of the F/A-18E/F Super Hornet aircraft. Only F/A-18 or previously certified cameras will be considered. It is estimated the Navy will procure 135 units in the base year, and approximately 42 units for each of the four option years. The Mission Assessment Recording System must meet Aircraft Compatibility Tests, environmental requirements and performance requirements specified in the RFP. The Government has projected a required minimum delivery date of 31 July 2004 for all systems in the base year with a desired delivery rate of not less than 40 units per month in each option. Any offeror that does not meet the delivery schedule will be evaluated accordingly. Offerors will be required to submit a product sample with their proposal for evaluation that will meet the performance requirements of the specification. Interested parties may respond via request for proposal number N00421-03-R-0137, which is anticipated to be released prior to 24 December 2003 but no later than 31 January 2004. Any comments, questions, and/or concerns associated with this RFP are to be submitted in writing and will be addressed during the industry day or posted thereafter as needed. The Government reserves the right to determine the applicability of the comments, questions and concerns. This solicitation will be issued on an unrestricted basis. This is a commercial procurement in accordance with FAR Part 12 and offerors are encouraged to use Current off the Shelf (COTS)/Non Developmental (NDI) design and components to the fullest. The applicable North American Industrial Classification System (NAICS) code is 334511. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that will be most advantageous to the government, price and other factors considered. The Government intends on making one or more awards as a result of this procurement. The Government reserves the right to select a contract at other than the lowest price. The Government intends to evaluate proposals and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so.
