Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. NASA/MSFC plans to issue a Request for Quotation (RFQ) for PC Signal Support for SSME LPFP Flow Liner Testing. NASA/MSFC intends to purchase, from AI Signal Research Inc. (ASRI), 10 Seats of PC-Signal Annual Software Licenses including Basic Module, Advanced Module, Database Module, and up to 740 labor hours to complete the following tasks: Software Modification/Enhancement of PC-Signal, Data Processing and Database Generation Support for Large Test Sequences, and Specialized Data Analysis Support. The acquisition process is pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1). Competition is impractical because: PC-SIGNAL? is a specialized dynamic signature analysis software package for rocket engine and rotating machinery health monitoring, fault detection and diagnostics. It is a commercial software product developed under a number of NASA SBIR Phase II contracts. Additionally, the PC-SIGNAL? software and ASRI technical support are required immediately in order for NASA to perform the required analysis, in an accurate and timely manner, for the imminent Shuttle Flowliner testing activities. Therefore, ASRI is the only source available to meet the analysis and processing requirements set forth by the Flowliner activities. The provisions and clauses in the RFQ are those in effect through FAC 01-19. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 541519 NAICS CODE AND $21M respectively. The offeror shall state in their offer their size status for this procurement. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on February 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. The DPAS rating for this procurement is DO-C9.
