Description
This is a sources sought synopsis. GSA/FTS/FEDSIM in support of the United States Marine Corps, College of Continuing Education, is seeking information from commercial vendors whose products are designed to support the initial certification/re-certification of rifle marksmanship coaches via a computer based training tool and later for Marine Coaches and shooters via distance learning to include a distributed training environment. The product must support four separate modules. (1) Marksmanship Inventory Knowledge Assessment Module. This module is a web-based prior-knowledge assessment accessible by students over the Internet. The module assesses a student?s prior knowledge regarding marksmanship fundamentals: (2) Marksmanship Knowledge Mapper (KM) Module. The KM module is a software application that assesses a student?s understanding of the fundamental rifle marksmanship concepts, as defined in doctrine, and the relationship of those concepts to rifle marksmanship performance. The KM module is a data-driven assessment instrument and consists of three separate applications: the Fundamentals of Marksmanship knowledge mapper, the Shot-to-Shot Explanation knowledge mapper, and the Data Book Procedures knowledge mapper: (3) Evaluation of Shooting Positions (ESP) Module. The ESP Module is a software simulation that can be used as either an assessment instrument or as a training module. The ESP module allows the student to manipulate a virtual shooter and assess proper shooting positions for all of the Entry-level Rifle (ELR) shooting positions and the Sustainment-level Rifle (SLR) shooting positions. The module shall have two versions: student-controlled and instructor-controlled versions: and, (4) Electronic Rifle Marksmanship Data Book Training Module. The Data Book module is a software application that will train four basic marksmanship tasks: data book usage, sight picture, battle site zero (BZO), and shot group analysis. The module shall have two versions. One student-controlled and the other instructor controlled. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations. Interested parties shall identify existing products that meet the need of this requirement. Vendors should provide the name of their company, POC to include phone number and email address, the product name, the OEM of the product, and any brochures or where information is located (Web address). If there is a GSA or other contract vehicle already available for the technology being proposed, please include contract information (to include expiration date) in the response. Firms who wish to respond to this RFI should send responses via email NTL 28 February 2004.
