- This synopsis revises and replaces the previous synopsis posted September 15, 2003 under solicitation number N66001-03-R-5066. The Space and Naval Warfare Systems Center, San Diego (SSC San Diego) intends to award a hybrid, indefinite delivery/indefinite quantity, type contract containing both firm fixed price and cost plus fixed fee contract line items to QinetiQ Inc. This procurement will be conducted using other than full and open competition pursuant to FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). SSC San Diego intends to acquire on a firm fixed price basis complete specific emitter identification (SEI) hardware systems in chassis, Quantity (32). SSC San Diego intends to acquire on a cost plus fixed fee basis engineering services to provide technical support for environmental testing and follow-on operational suitability evaluation of the QinetiQ SEI systems. The testing will be conducted under the auspices of the Department of Defense sanctioned foreign comparative test of the QinetiQ SEI system. SSC San Diego intends to award this procurement on a sole source basis to QinetiQ Inc. This is not a request for proposals and no solicitation is available.
