- SYNOPSIS 04-R-0019 The Naval Surface Warfare Center, Indian Head Division has a requirement for a Science and Technology Development Roadmap. This roadmap will facilitate development of critical in-house scientific and technical capablities. Due to the intensive interaction required with senior Naval leadership, contractors must be located within a 75 mile radius of Washington, DC. The NAICS Code is 541710, Size Standard is 1000 employees, and the FSC Code is AD91. This requirement is 100 percent set-aside for small business. Award will be based on a best value determination, which results from the tradeoff of technical capabilities, past performance, and price as set forth in the solicitation. To register for this solicitation, you must email the following directly to Daniel Twombly at TwomblyDR@ih.navy.mil: Solicitation Number N00174-04-R-0019 in the subject line of you email, name of requestor, organization name, address, telephone and fax numbers, and your email address. The government is not responsible for any undelivered email transmissions, and it is the responsibility of the requestor to periodically check the IHDIV Contracts Division website for the current status of the solicitation and amendments. Once the solicitation has been issued on the internet, the contract specialist will send an e-mail to the registered requestors informing them that the solicitation is now available for downloading. Copies of issued solicitations can only be obtained by downloading them from the IHDIV Contracts Division website at http://www.ih.navy.mil/contracts (copies of solicitations will not be emailed, faxed, mailed, or provided in person, and these types of requests WILL NOT BE ACKOWLEDGED.) Note: All offerors will be ineligible for award u nless they have registered in the DOD Central Contractor Registration database. Offerors and contractors may obtain information on registration and annual confirmation requirements from 888-227-2423 or http://www.ccr.gov/. This solicitation will be available for downloading from our website beginning approximately 17 February 2004. Prior to this date you will not be able to access this solicitation.
