Description
Pursuant to OMB Circular A-76 "Performance of Commercial Activities (Revised 1999)", the Bureau of Reclamation publicly offered the mission and operations of the Centennial Job Corps Civilian Conservation Center (CJCCCC) in Nampa, Idaho as a procurement opportunity for consideration by public and private concerns by issuance of Request for Proposals (RFP) No. 03SP810864 on September 8, 2003. The RFP closed on December 19, 2003, resulting in a tentative decision by the Contracting Officer, on January 7, 2004, that the mission and the operation of CJCCCC would remain in-house; performance by Government personnel. The public announcement of the tentative decision, on January 7, 2004, provided for a 15 working day Public Review Period (PRP) wherein interested parties had an opportunity to review and/or challenge the documents supporting the tentative decision. To have been eligible for consideration, challenges to the cost study tentative decision had to (1) be in writing (no special forms required); (2) be received by the Contracting Officer by the end of the PRP; and (3) involve costing issues or matters of noncompliance with OMB Circular A-76 procedures that govern the Cost Comparison Study process. The PRP ended on January 29, 2004 at 4:00PM MST. The results of the cost comparison study for CJCCCC were not challenged; therefore, this notice affirms the Contracting Officer's Tentative Decision and constitutes THE CONTRACTING OFFICER'S FINAL DECISION regarding the OMB Circular A-76 Cost Comparison Study for the mission and operation of the Centennial Job Corps Civilian Conservation Center in Nampa, Idaho. The mission and operation of the Centennial Job Corps Civilian Conservation Center shall remain in-house; performance by Government personnel.
