- This procurement is BEST VALUE, Request for Quotes (RFQ) for commercial Item/Services and is totally set-side for Small Business Concerns. The Government will award a contract from this request for quotes to the responsible offeror whose offer confor ming to the solicitation will be most advantageous to the government, i.e. experience, past performance and price. The evaluation factors of Experience and Past Performance will weigh more heavily than Price in determining the best value to the government. The Contractor shall provide all labor, materials and equipment necessary to maintain the facilities described at the Melvern Park Areas Outlet Park (NORTH AND BOYER AREA) Melvern Lake, Kansas. Services will be for a base year (01 April 2004 thru 30 Septe mber 2004) plus two (2) option years (FY 2005 October 1 - 31, 2004 and April 1 - September 30, 2005), and FY 2006 - (October 1 - 31, 2005 only), which may be exercised at the discretion of the government. Size Standard is $5.0 million. All bidders are enco urage d to make an on-site inspection at the Melvern Project Office, 31051 Melvern Lake Parkway, Melvern, Kansas 66510-9179 prior to submitting an offer . All responsible sources may submit an offer, which will be considered by this agency. The Solicitation pac kage shall be available on or about January 29, 2004. Please reference DOD DFARS Clause 252.204-73-2, Required Central Contractor Registration. Prospective contractors must be registered with CCR prior to contract award.
