Description
This SOURCES SOUGHT Presolicitation Notice requests information prior to release of any resultant solicitation. The information within this notice is based on the best and most current information available to date. This information is subject to c hange and is not binding upon the Government. Updated information will be provided in a subsequent notice or synopsis, if and when necessary. Potential sources capable of providing all labor, material, equipment, supplies, testing, packing, and shipping to manufacture and provide Decontamination Kit, Individual Equipment, M295, Box of 20; NAICS: 325414; NSN: 6850-01-357-8456; FSC: 8465; FSCM: 81361; Performance Purchase Description No: EA-PRF-1754D; Performance Purchase Description: EA-PRF-2166. A b rief description of the kit and its application follows: The M295 kit consists of four packet assemblies. A box contains twenty (20) kits for a total of eighty (80) packet assemblies. The packet is designed to fit comfortably within a pocket of the batt le dress over-garment. Each packet assembly contains a mitt comprised of decontaminating agent, sorbent powder per EA-PRF-2166A (e.g. a mixture of spray-dried alumina-silica and activated carbon) contained within a pad material and backing material. The m itt is worn by either hand and is equipped with a means to secure the mitt to the user's hand. In use, sorbent powder from the mitt is allowed to flow freely through the pad material of the mitt. Decontamination is accomplished through sorption of contam ination by both the pad material and by the sorbent powder. For purposes of this notice, interested firms may anticipate a performance period of not more than five years in the form of a requirements type contract. Prospective contractors shall submit a statement of interest and a capability submittal, along with any necessary documentation only electronically to the Point of Contact designated below. A prospective contractor shall submit, as a minimum, sufficient detailed information about the firm????? ?s corporate capabilities, knowledge, managerial and technical expertise, and experience to provide clear and convincing evidence that the Government's requirement is understood and that the prospective source has the ability to manufacture and provide the Decontamination Kit, Individual Equipment, M295. Prime Contractors shall provide the same information for their firm, as well as, any and all subcontractors that may be used in this type of project in accordance with FAR Clause 52.219-14(b)(1), Limitatio ns on Subcontracting. Types of information to be provided include, as a minimum, the following: 1. Firm Name/Business Address; 1a) Submittal is for Parent Company, Branch, or Subsidiary Office; 2. Year Present Firm Established; 3. Date Prepared; 4. Speci fy type of ownership; i.e., Large Business, or Small Business, Small Disadvantaged Business, Woman-owned Business, Veteran Owned businesses, HUBZone, Native American 5. Name of Parent Company, if any; 5a) Former Parent Company Name(s), if any, and Year(s) Established 6. Names of not more than Two Principals (empowered to speak for the firm on the policy and contractual matters) to Contact: Titles/Telephone Numbers, E-mail Addresses 7. Present Offices: City, State, Telephone No., No. Personnel Each Office 7 a. Total Personnel 8. Personnel by Discipline: (List each person only once, by primary function.) 9. Total Gross Earning (in thousands) each year for the last five years; Past Experience with Same or Similar Items (List as Federal, State, Local Governme nt, or other types of contracts, Project Title, Total Contract Value, designate in-process or complete, Contract Administrator??????s Name, Telephone Number, and E-mail address) 10. Briefly describe the facilities and equipment that will be used to manufac ture the item and its components. Do you currently own or lease the equipment? Will a major portion of the work be sub-contracted? Do you plan to make the de contaminating powder or will that be subcontracted? 11. Explain what quality system the materiel will be manufactured under. Include your company and subcontractors. . No telephonic responses to this notice will be considered. NO SOLICITATION EXISTS A T THIS TIME. It is the intent of this announcement to find sources that manufacture or have the express capability and ability to manufacture this Decontamination Kit as described above. After review of submittals and/or capability packages, the Governme nt reserves the right to have technical discussions to clarify technical issues. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This notice constitutes neither a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought notice shall not be construed as a commitment by the Government to solicit or award a contract in the future. The purpose of this notice is market research. The Government will not rank submittals or provide any reply to interested firms. Electronic submittals are to be submitted for review by Noon on February 29, 2004 to thorntonj@ria.army.mil.
