- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation (RFQ) number is FA3300-04-T-0004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19, dated 01 January 2004. The solicitation document and incorporated provisions and clauses are those in effect through Defense Change Notice 20040113, dated 07 January March 2004. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. The associated North American Industrial Code System (NAICS) code is 334119 and the size standard is 1000 employees. This is a 100% Small Business Set-Aside. The purpose of this solicitation is to purchase Legal Guides for the United States Air Force. CLIN 0001: Guide to FLRA Law & Practice, 2004, CLIN 0002: Guide to Merit System Protection Board (MSPB), 2004, CLIN 0003: Guide to Federal Sector EEO, 2004. All prices are to include shipping and handling. See attachment for destinations. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offerors Commercial item (Oct 2003). Submit signed and dated quotes on company letterhead. Award will be made to the lowest price quote, which meets the specifications of the solicitation. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (June 2003). DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items (NOV 1995), and DFARS 252.225-7000, Buy American Act Balance Payment Program Certificate (APR 2003) with their quote. FAR 52.212-4, Contract Terms and Conditions Commercial Items (OCT 2003). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (OCT 2003) applies to this acquisition.
