Description
Engineering services are required for the preparation of plans, specifications, cost estimates, related studies, all associated engineering services, and construction inspection and certification for the planning, design and construction of eight (8) farm pond type small dams in Beaufort (1), Davie (2), Haywood (1), Polk (2), and Randolph (2) Counties, North Carolina. The work to be performed under the contract is divided into three phases: Phase I?Site Investigation and Preliminary Design, Phase II?Design, and Phase III-Construction Services. Phase I consists of evaluating site conditions, gathering site information and data, developing a site feasibility analysis, preliminary design, cost estimate, identifying environmental concerns, impacts and/or restraints, required permits, and approximate cost of permits. Phase II consists of all engineering design work and additional field investigations, surveys, and evaluations needed to complete the final design of the planned measure, prepare construction plans and specifications, and prepare a final design report for the proposed structure. Phase III consists of providing construction surveys, construction inspection, quality assurance services, preparing ?as-built? drawings, and providing certification of the completed work. All work must be performed under the direct supervision of a Professional Engineer registered in the State of North Carolina. Multiple awards may be made and each award will be a fixed-price contract. The estimated value of the project is between $100,000 and $250,000. This solicitation will not be restricted to any group or business size pursuant to the North American Industry Classification System (NAICS) Code, which is 541330. The size standard for this NAICS code is $4,000,000. Firms that meet the requirements described and wish to be considered must submit an SF-330, Architect-Engineer Qualifications, to Elizabeth C. Caldwell, Contracting Officer, USDA-Natural Resources Conservation Service, Suite 205, 4405 Bland Road, Raleigh, NC 27609. It must be received in this office no later than 4:00 p.m. on Tuesday, February 17, 2004. The SF-330 must clearly indicate the office location where the work will be performed and the qualifications of the individuals and subcontractors (if any) proposed to work on the contract and their geographical location. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of the firm, specialized technical expertise, and other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required will be selected for discussions. Selection of firms for discussions shall be through an order of preference based upon demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. All firms responding to this announcement will be evaluated on the following factors which are shown in descending order of importance: 1. Professional capabilities; 2. Specialized experience and technical competence, including soil mechanics, hydrology, hydraulics, surveying, structure design, construction oversight, and other as required; 3. Capacity to accomplish the work in the required time; 4. Past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; 5. Geographical location and knowledge of the locality of the project; and 6. Experience with NRCS standards and specifications. Firms must provide a customer reference list with addresses and telephone numbers, and a project workload schedule showing proposed team members for the project period.
