- Description
- Notice of intent to issue a draft Statement of Objectives (SOO) for Next Generation Collaboration Services (NGCS). The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO) is requesting review and comments on this draft SOO for incorporation into a final RFP/RFQ, planned for release in March 2004. The purpose of this initiative is to procure commercial capabilities as a managed service to provide a secure method of conducting real-time collaboration on items of interest. DISA is specifically interested in the following information: (1) Rough Order of Magnitude (ROM) cost estimate for the SOO with sufficient technical context and approach articulated to understand the ROM; (2) Identification of key cost-drivers; (3) Identification of any costs attributed to government-specific integration; (4) Cost estimate to operate this managed service in Government computing centers; (5) Identification of vendor needs for a staging environment in computing centers to honor their Service Level Agreement (SLA) to provide the service; (6) Potential impact of bundling (or unbundling) service offerings outlined in SOO Section A.3; (7) Feasibility of the proposed solution. In addition, please comment on an appropriate pricing scheme and/or CLIN structure. The draft SOO has been placed on the DITCO Contracting Opportunities Home Page at https://www.ditco.disa.mil/dcop/Public/ASP/dcop.asp. It is anticipated that this contract will be issued based on full and open competition. The North American Classification System (NAICS) code for this acquisition is 541512, with an associated size standard of $21M. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations. Firms who wish to respond to this should send responses via email NLT 27 February 2004.
