- THIS IS A PRE-SOLICITATION NOTICE ONLY!!! The Air Armament Center (AAC), Eglin AFB, FL intends to solicit and award a Firm-Fixed Price, Sole Source contract to Lockheed Martin Aeronautics Company (LM Aero), P.O. Box 748, Fort Worth, TX, 76101-0748, (817) 777-8677. The requirement is for an F-16 Avionics Test Station (ATS). The F-16 ATS shall consist of the core F-16 aircraft avionics and Pilot-Vehicle Interface (PVI) along with custom hardware and software in a laboratory environment to facilitate interoperability testing of the LVT-1 family of Link-16 terminals and the Improved Data Modem (IDM) system with other platforms. The F-16 ATS shall provide stimulation to the aircraft avionics to allow realistic testing in either a pre-programmed or interactive manner. Specifically, the F-16 ATS shall contain the core avionics, including a Modular Mission Computer (MMC) (M5000), cockpit displays (DED, EHSI, and MFDs), pilot interface (Sidestick Grip and Transducer, Throttle Grip and Arm, and Integrated Control Panel), the Link-16 LVT-1 and IDM subsystems, and provide simulation of the other major aircraft subsystems. The F-16 ATS shall provide data recording and analysis of Multiplex communications and other parameters within the system. The F-16 ATS shall receive periodic Operational Flight Program (OFP), simulation software, and automated test case software updates from LM Aero Fort Worth. The F-16 ATS shall be compatible with existing test procedures and test case software executing on the F-16 ATS at the LM Aero Fort Worth software and integration facilities. These items are to be delivered FOB Destination to Eglin AFB, Florida. The Government intends to issue a request for proposal in the June/July 2003 timeframe. The RFP will be paperless and will be released using the Electronic Posting System (EPS) located at www.eps.gov. The RFP will contain files using Microsoft Office Software.
