Description
A sole source procurement in accordance with FAR 6.302-1 is contemplated with Dynetics, Inc., Huntsville, AL. (See Numbered Note 22) to upgrade the Irma RF scene generation tool. This effort includes simulating a radar consisting of multiple antennas using the Irma active millimeter-wave (AMMW) channel, such that the Irma output for a given frequency models the target scene with individual scattering sources that can be used to form, for each antenna, a coherent sum of the returns from all the scattering sources. All of these effects must be accurately modeled to achieve the required fidelity for an RF sensor and target scene simulation that more accurately represents how a munitions proximity fuze radar functions in real world weapon-target engagement conditions. This effort will require an in-depth knowledge of the existing Irma AMMW source code and the particular physical optics models used to develop the Irma AMMW code. The Government has determined that this expertise currently exists with the original Irma AMMW model developers, currently employed by Dynetics, Inc. The total effort is not expected to exceed 4 months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement, or submit proposa1s. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses submitted should be in one copy only and must be received within 45 days from the date of publication. Responses should be sent to AFRL/MNK, 101 W.
