Description
The Government intends to issue a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) Construction contract in the spring of 2004 with a one year base period and three additional one year options. The guaranteed minimum amount of the potential contract per year is $100,000.00, which will be satisfied by issuing one or more delivery orders during each year of the contract. The maximum estimated value is $8,000,000.00 over the life of the contract; $2,000,000.00 for the base and $2,000,000.00 for each of the following three option years. The successful offeror will be competitively chosen using negotiated procurement procedures in accordance with FAR Part 15. The contract will be for a broad range of alteration, repair, and minor construction work on real property at the FLETC campus in Artesia NM. The successful contractor must provide all necessary management, quality control, labor, materials, and equipment required to facilitate the renovation and repairs to facilities at the FLETC campuses. The work issued under individual delivery orders shall include tasks in a variety of trades, including but not limited to, carpentry, pavement repair, roofing, excavation, interior/exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, welding, and other general construction requirements. The contractor must have the capability to provide management and quality control for all subcontractor and supplier requirements for each delivery order. The contractor may have several delivery orders involving subcontractors, suppliers and his/her own work forces to manage concurrently. The successful offeror must have experience in IDIQ Construction, Job Order Contracts, Work Order Contracts and/or relevant experience in the management of numerous multiple skill projects simultaneously. In order to manage these tasks, the Government requires minimal qualifications for the Program Manager, the Superintendent and the Quality Control Manager. The Program Manager must have a minimum of five (5) years prior experience as Project Manager, Superintendent, Inspector, QC Manager, or Construction Manager on similar or more complex size or type construction projects. A competent Superintendent shall have at least 5 years experience in on-site construction work, 3 years as a supervisor. The Superintendent shall possess a working knowledge of each of the trades required under this contract. The Superintendent?s time shall be devoted exclusively to the supervision of work in progress under this contract. A competent Quality Control Manager shall have at least 5 years experience as a Superintendent, Inspector, QC Manager, Project Manager, and/or Construction Manager on projects of similar or more complex size or type construction projects. He shall possess a working knowledge of each of the trades required under this contract. This sources sought synopsis is issued to determine interest by small businesses, 8(a) businesses and Historically Underutilized Business Zone (HUBZone) businesses. Interested parties are requested to submit detailed information that they can meet the general capabilities identified above.
