THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITTION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARTION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUCEMENT. This Request for Information is for information and planning purposes only. It is not to be construed as a commitment by the Government to either procure any services or pay for the information received. The U.S. Office of Personnel Management (OPM) intends to issue a solicitation to procure the services of an automated mail presort processing center in support of the Publications Management Branch mail services. The contractor will be required to prepare first-class automated and non-automated mail for national distribution, furnished by the Office of Personnel Management Headquarters building in Washington, DC. The contractor must comply with all applicable USPS regulations and guarantee USPS acceptance of the daily volume generated by OPM no later than the next USPS acceptance day (Monday through Saturday, excluding Federal Holidays) following turnover of daily mail pieces. The annual volume of domestic mail out of OPM is estimated at 1,363,268 pieces (including domestic and international, metered and permit mail). The average daily volume is 7000 pieces (international 200 pieces, domestic 4400 pieces, permit 1800 pieces, metered 600 pieces). The Contractor will be required to pick up mail from the OPM Mailroom and transport the mail to their offsite location, where it will be processed, bar-coded/presorted pursuant to USPS regulations to maximize discount rates under the USPS automation and non-automation discount programs. Subsequently, the Contractor will transport the presorted mail to the USPS. The Contractor will be required submit control and production records when necessary for contract management and to verify compliance with USPS requirements. The Contractor will be responsible for maintaining the security of the OPM mail at all times against theft and tampering. The OPM is interested in knowing what the capability of the small business community is for performing work of this type. Interested small businesses should submit a Statement of Capability (SOC). The SOC should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Proven production capability, mail processing experience and disaster recovery contingency to guarantee the processing, acceptance and delivery of daily mail to USPS; (2) Demonstrate high volume mail processing production; (3) Proper control systems and procedures in place to maintain the highest level of mail security; (4) Knowledge and experience in mail piece design, address hygiene, and Zip+6(Delivery Point Barcode) conversion to maximize USPS automation discounts; (5) Provide mail pickup/receipts for every transaction; (6) Provide secure location to store mail received the day before processing and deposit with USPS; (7) Ability to process and mix automation and non-automation mail with other first-class mail to increase the qualification rates; (8) Maintain control and production records as necessary to verify compliance with USPS and contract management requirements. Any other specific and pertinent information as it pertains to this particular procurement requirement that would support your SOC and strengthen our consideration and evaluation of the information submitted. The North American Industry Classification System code for this project is 541860, and the small business standard is a 6.0 million per year. Capability Statements should be addressed to Ms. Terry L. Anderson and submitted to the address above, not later than 3:00 pm, February 6, 2004. All Capability Statements received after the closing date and not postmarked at least five (5) days prior to the closing date, will be considered late and will not be given consideration.
