- NAICS Code: 541710 The U. S. Environmental Protection Agency intends to negotiate a sole source purchase order for sampling analysis services with Rutgers University using simplified acquisition procedures. The period of performance is anticipated to be nine (9) months starting February, 2004. The heart of the project is documentation in the form of a draft manuscript describing the feasibility of determining spatial and seasonal variations in concentrations of organic components of diesel and gasoline exhaust profiles, and compiling speciated organic PM-2.5 ambient concentration data suitable for testing and comparing motor vehicle exhaust profiles to evaluate source apportionment model performance. To accomplish this, it is necessary to sample at multiple locations for at least one year. Because insufficient time remains for additional field sampling and chemical analysis, previously collected and analyzed samples must be used. The following requirements are mandatory for successful completion of the project: (1) demonstrated success in the chemical analysis of particulate matter samples for organic source markers; (2) a database of existing particulate matter organic species data from samples that were simultaneously collected at multiple sites within a highly populated metropolitan area; and (3) a database of existing particulate matter organic species data from samples that were continuously collected throughout the year for a period of at least one year within the last 3 years. EPA believes that Rutgers University is the only source capable of satisfying the Government's requirements as stated above. The circumstance permitting soliciting from a single source is FAR 13.106-1, "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice. Any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of an RFP will be ignored. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. The intent of this synopsis is to determine if a comparable source is available and more advantageous to the Government. No RFP/RFQ is available. Submit responses to the U. S.
