Description
This synopsis is being provided to publish a requirement for the National Vehicle and Fuels Emissions Laboratory (NVFEL) of the Environmental Protection Agency (EPA) in Ann Arbor, Michigan which is seeking an experienced vendor to construct an environmental cleanroom with a second floor mezzanine structure and a utility storage room in an area designated by EPA in the large soak area of the NVFEL building. The first floor (ground floor) shall be a Class 1000 cleanroom. The mezzanine shall connect to an existing landing and stairway. The second floor utility storage room shall be designed to be built on top of the mezzanine. Class 1000 Cleanroom: The Class 1000 Cleanroom, located on first floor (ground floor), shall consist of an 8 ft. interior topped with a 2 ft. plenum to extend up to the mezzanine joists. The cleanroom shall be constructed with an air seal around the entire exterior--wall panels, floor, and top of plenum to prevent leakage. Air Flow Filtration: Air flow for the cleanroom shall be accomplished using an ultra low particulate air filtration system (ULPA) filtration system, removing 99.999% of particles of size 0.12 microns or greater, Airlock Room: The cleanroom shall have one entrance via an Airlock Chamber and a secondary egress through a separate door. Ventilation for an in-lab gas cylinder storage cabinet: Ventilation shall be provided for a separate in-lab gas cylinder storage cabinet supplied by EPA. The purpose is to isolate any leakage of VOCs from stored gas cylinders into the rest of the cleanroom. Typical gas mixtures stored are 15% Methane with the cylinder balance Helium. Air containing fugitive VOCs shall be exhausted from the in-lab storage to the roof of the soak area using an explosion proof blower. All ventilation arrangements for gas storage shall be in conformance with CFR Parts 100-177 and NFPA 55. Doors: A standard metal door shall be located at each entrance to the cleanroom's airlock and the secondary egress. Contractor-Furnished Equipment: The contractor shall supply the following cleanroom equipment as part of the contract: A Fisher Hamilton SafeAire model hood with 6' Fisher Hamilton SafeAire Class II Safety Cabinet, or equivalent. An Exhaust Outlet for a FID Hood will be furnished?(the hood will be supplied by EPA). Environmental Control of Cleanroom: Environmental control of cleanroom shall be implemented using a HVAC incorporating continuous, proportional temperature and humidity control using a Proportional/Integral/Differential (PID) controller. This unit shall be installed in the large soak area that is maintained at a temperature of 80 F with an absolute humidity of 5 grains per cubic ft. of dry air. The HVAC shall use a cooling coil employing provided chilled water maintained at a temperature of 39 to 45 F at a pressure of 10 to 20 psi. Mezzanine: Technical specifications provided for the Mezzanine will include: Support Base, Support Columns, Mezzanine Decking, Flooring, & Finished surface, Mezzanine Railing. Utility Storage Room: The utility storage room will be constructed on the mezzanine floor and serve as a second floor or upper floor for the clean room facility. Doors: The utility storage room shall be supplied with one standard door entrance from the stairway. In addition, one double door (approx. 72" wide) shall be supplied to the second floor utility room for forklift access. THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 337215 with a small business size standard of 500 employees. A written solicitation, PR-CI-04-10302, is anticipated to be issued on Thursday 2/05/04. It is anticipated the solicitation will be issued as a request for quotes (RFQ). All responsible small business sources may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. A site visit opportunity will be announced in the solicitation and this event is anticipated to be scheduled to take place on Thursday February 12th at 1PM EDT at the installation site: US EPA, National Fuel and Vehicle Emission Laboratory, 2565 Plymouth Road, Ann Arbor, Michigan 48105. The Agency intends for this event to constitute the sole site visit opportunity for prospective offerors. The Agency is under no obligation to make accommodations for those unable to attend the site visit event as scheduled. Additional specifications, descriptions of the area and general layout, as well as figures and photos will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An offer must include the minimum requirements of the Statement of Work (SOW). In addition to price, the following factors will be used to evaluate the offeror's technical proposal: responsiveness to the SOW, previous technical experience, managerial ability, schedule and delivery. These factors shall be evaluated on a Best Value basis. Contract type will be firm fixed price.
