U.S. Environmental Protection Agency Office of Acquisition Management Superfund Procurement Operations Division Washington, DC Pre-Solicitation Notice Regional Oversight Contracts The U.S. Environmental Protection Agency (EPA), Superfund Procurement Operations Division in Washington, DC is holding a pre-solicitation conference for the anticipated award of the follow-on Regional Oversight Contracts (ROCs) for Region 1, Region 2, Region 4 and Region 10. The pre-solicitation conference will be held at the Sam Nunn Atlanta Federal Center, 61 Forsyth Street , S.W. Atlanta, GA 30303 on March 16, 2004 from 8:30 a.m until 1:00 p.m. The primary purpose of the pre-solicitation conference is to obtain industry feedback on the draft Performance Based Statement of Work (specifically including the incentives and disincentives) and the Limitation of Future Contracting (LOFC) Clause, proposed contract type and other issues/concerns from industry. Pursuant to the Federal Acquisition Regulation (FAR), Part 15, Subpart 15.201, a draft copy of the performance based statement of work and related questions are available at www.epa.gov/oamsrpod/pmrcsc/roversight/index.htm . Industry feedback is welcomed. All questions and concerns must be submitted to Wanda Moorman, Contracting Officer at the below email address no later than February 20, 2004 by 4:00 p.m., Eastern Time.Industry questions/concerns regarding the draft SOW, draft LOFC clause (which will be made available at the conference), proposed contract type and other applicable issues will be discussed at the conference with EPA officials. However, definitive responses/answers will not be provided at the conference, as input will be reflected (as appropriate) in any resultant solicitation. The ROC solicitation for EPA?s Region 1 office (Boston, Massachusetts) is anticipated to be issued in summer 2004. Region 1 encompasses the following states: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont. Firms interested in attending the conference are required to register in advance via e-mail to Wanda Moorman Contracting Officer at moorman.wanda@epa.gov. Registration is limited to four (4) individuals per organization due to limited space and the desire to maximize attendance and participation by as many firms as possible. The ROCs provide technical support to EPA in fulfillment of its responsibilities for oversight and enforcement of both Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) activities at Federal facilities (e.g., Department of Defense and Department of Energy sites) and former Federal facilities, including, including formerly used defense sites (FUDS) and Formerly Used Site Remedial Action Program (FUSRAP) sites. To a much lesser extent, the ROCs may also be used to provide similar technical support to EPA at non-Federal potentially responsible party (PRP)-lead sites. The major tasks include: technical review of documents, meeting support, field activities, data review and other technical support, such as CERCLA site assessment support, remedial investigation/feasibility study (RIFS) support and Post-Record of Decision (ROD) activities. Firms attending the conference are responsible for their own transportation, lodging and all related expenses. The U.S. Environmental Protection Agency will not be responsible for any expenses related to this conference incurred by industry participants. Registration to attend the conference will begin on January 26, 2004 through 4:00 p.m., Eastern Time, February 20, 2004. The Contracting Officer will confirm registration via email after the registration period ends. Registrations will not be accepted before or after the dates designated for registration. Space is limited. Registration will close when the space capacity is reached. In no case will registration extend beyond February 20, 2004. This pre-solicitation conference will be the only opportunity for industry representatives to provide feedback on the requirement before issuance of the solicitation. No phone calls will be accepted.
