Description
NAICS Code: 562112 The U.S. Environmental Protection Agency (U.S. EPA) National Enforcement Investigations Center (NEIC), intends to award a Blanket Purchase Agreement using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The Government will award a Blanket Purchase Agreement resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, will be the lowest priced/technically acceptable. The purpose of this acquisition is to obtain hazardous waste pickup. Period of Performance: From the date of award through January 31, 2006. Background: The United States Environmental Protection Agency National Enforcement Investigations Center (NEIC) produces hazardous waste, and small amounts of non-hazardous waste. These materials must be incinerated on a regular basis due to odor or color components of the material. These materials, which are released from a project after final litigation, come from 1) field operations ie. disposable clothing and collection items 2) laboratory effluents due to analytical operations, and 3) unused samples. To dispose of these materials, it is necessary that they be disposed of in accordance with the terms and conditions of the Resource Conservation and Recovery Act (RCRA). Ultimate disposal of the materials shall be to disposal sites approved to be Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites. Purpose and Objectives: The purpose of this Blanket Purchase Agreement is to provide hazardous waste disposal services to NEIC for a two year time period. Task Description and Deliverables: The Contractor shall lab-pack Hazardous waste materials according to the following categories: acids lab pack, caustic with oxidizers lab pack, flammable liquids lab pack, mercury and mercury compounds lab pack, other heavy metal compounds lab pack, organic compounds not otherwise specified (N.O.S.) lab pack, and non-hazardous materials. The Contractor shall perform the packing procedure to include filling canisters, and packing vermiculite. The Contractor shall also complete required paperwork and label the canisters. The Contractor will then transport the materials from the EPA Denver Federal Center Building to the appropriate disposal site as determined by the Contractor. QUOTE SUBMISSION INSTRUCTIONS: The Offerors shall provide a succinct technical proposal, including a cost estimate which shall be no more than 5 pages. The Offeror shall prepare the cost estimate on one unit job based on the following estimates of waste: 30 gallon Low pH, lab pack; 50 gallon high pH with oxidizers, lab pack; 30 gallon flammable liquids, lab pack; 1 gallon mercury and mercury compounds, lab pack; 60 gallon other than heavy metal compounds, solids and solutions to include compounds of chromium, cadmium, and lead, lab pack; 5 gallon organic compounds, N.O.S. , lab pack; 50 gallon non-hazardous materials for incineration. The NAICS Code for this procurement is 562112. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered.
