Description
NA The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends to issue a sole source procurement action to be awarded for an Indefinite delivery, Indefinite quantity, requirements type contract to Pacific Instruments located 215 Mason Circle, Concord, CA 94520. These supplies to be provided under this acquisition shall be upgrades of sixteen (16) Digital Data Recorders, the purchase of up to two hundred (200) Digital Data Recorders (Model No. 5871) containing Three (3) each 24-bit, 1Mbyte Memory Channel Cards, Model 5843, and One (1) each 110 VAC Power Supply, (Model 5891), and fifteen (15) Command Encoder, Optic, 12 VDC (Model No. 5883)with 110 VAC Power Supply (Model 5891). Two additional CLINs shall be included for the repair services of the recorders and technology upgrades to the recorders. The statutory authority permitting other than full and open competitio n is 10 U.S.C. 2304(c)(1), only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements (FAR 6.302-1).The proposed acquisition will be awarded in accordance with FAR Subpart 13.5 authority - Test Program For Certain Commercial Items. The use of the authority cited in item 4 above is required as Pacific Instruments was the original supplier of the sixteen (16) recorders that will upgrade under the proposed acquisition. The new recorders to be purchased must be compatible with existing equipment currently being used by the Survivability and Weapons Effects Department, Dynamic Measurements Branch (Code 663). To facilitate data processing and the derivation of transfer functions, it is necessary for the electrical characteristics to be identical for all channels in a particular test. Also, to provide an automated error-free measurement system the so ftware programming commands and data structures must be identical for all channels of the system. The recorder setup software use to configure the recorders is proprietary to Pacific Instruments. Because of project commitments, the department is in the process of extending the recording capability of our Pacific Instruments data acquisition systems currently used to obtain data during the shock testing of operating combatant ships, submarines and test vehicles. The department has developed its entire data acquisition system around these data recorders. The installation and mounting hardware is designed to interface with these recorders. It would not be cost effective to the Government to dispose of the current system and change to a new unproven system. This notice of intent is not a request for competitive quotations. All responsible sources submitting offers will be cons idered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
