Description
The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to Assistant / Deputy Chief of Staff Intelligence (A/DCSINT) for Mission Rehe arsal Exercise (MRX) Threat Support. The contractor shall participate as part of a team to complete development and maintain assessments of the OIF/OEF operational environments. The assessments will give a detailed description of the variables that compo se the environments their potential impacts on military operations, and Threat TTP. They will be web-based, living documents in that they will be constantly updated to reflect events on the ground and project conditions, as they might exist when the unit b eing trained is deployed. All interested contractors must address all areas of their expertise listed in this requirement. The contractor personnel shall meet the following experience qualifications: 1. (Required) Not more than five years time elapsed since separation from active duty. 2. (Required) Possess computer experience with IBM compatible personal computers to include initialization, word processing, spreadsheet, graphics programs, performance of user maintenance using supplied user manuals, Windows environments, operation of modems and familiarity with e-mail and internet operations. 3. (Required) Possess a SECRET, or higher, security clearance. 4. (Desired) a. Education: a Masters degree (preferred due to the demonstrated writing abilities that are normally necessary fo r successful completion of a graduate degree. Preferable in political science or history). b. Graduate of an intermediate-level service college course, equivalent to the U.S. Army CGSC. c. Former Major/LTC in Military Intelligence or Combat Arms. d. Assi gnment to a Combat Training Center. e. Combat, peace operations or joint experience. f. Training experience as an exercise developer. g. Strong Tactical knowledge, research and analytical skills. 5. (Desired) a. Education: Masters Degree. b. In depth knowledge of Middle East, Arab/Afghan Culture, politics, etc. c. Ability to communicate, research, analysis and record findings in clear, concise prose or orally in briefings/discussion. d. Former FAO or similar background. 6. (Desired) a. Education: B accalaureate degree. b. Strong analytical skills. c. Strong tactical/urban ops skills squad through Brigade. d. Experience as a trainer. e. Combat or Peace Ops experience. This is a new requirement. The complete requirements will be included in the Statement of Work (SOW) issued with the solicitation notice. The Federal Supply Classification (FSC) code for this project is B599, NAICS code is 541990, and SIC code is 7389. T he contractor shall provide developmental and training support to the TRADOC DCSINT. This includes, but is not limited to, Reviewing and familiarization with existing OE assessment baseline documents (OE White Paper, FM 7-100 series) and concept; Research, develop, write/produce, edit, and submit to the Government for review information that expands upon, updates or represents new information/data on the Operational Environment; Research, recommend, develop, write/produce, edit, OIF/OEF battle books that de scribe threat organization and tactics; Develop and provide input to CALL OIF/OEF products; planning and executing the production of handbooks/manuals that will describe how the opposing/enemy forces in Afghanistan and Iraq fought and were organized in the campaigns (known as Operation Iraqi Freedom and Operation Enduring Freedom); Prepare products to include briefings and training support packages (TSP) that covers information noted and developed previous requirements; Visit / coordinate / interact with customers or sources that serve to provide information/data or to further refine product requirements; Prepare and present briefings after Government review; Respond to requests for information on OE and re lated subjects including insurgency, terrorism, criminal and drug organizations and activities; Retain, file and enter into a database all source materials used in completing previous tasks of the SOW; and Develop data on weapons systems, devices, C2 syste ms and other related equipment used by threats identified during OE assessment process. All responses will be considered and must include proof of the ability to provide support to Assistant / Deputy Chief of Staff Intelligence (A/DCSINT) for Mission Rehearsal Exercise (MRX) Threat Support including performance information and references on t he contractors abilities. The response should also provide GSA schedule, contract labor categories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identif ication number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 12:00 p.m. CST, on 28 JAN 04. All app ropriately supported responses will be provided the RFP and SOW for preparation and submission of a proposal.
