- This is a Sources Sought Synopsis. Engineering and Technical Services for FY05 through FY07 are solicited on a sole source basis under the authority of FAR 6.302-1. Engineering and Technical Services are requested by the USAF, US Army and USCG to provide training and factory engineering support to operational Air Force, Army and Coast Guard units. The CETS personnel provide expertise on the most complex and intricate aircraft/systems/subsystems/equipment identified below. Numerous Requests for Proposals will be issued based upon type of aircraft/systems/subsystems/equipment and qualified contractors. Awards are anticipated prior to and after September 30, 2004. Aircraft/systems/subsystems/equipment that require engineering and technical services support include the following: Boeing/McDonnell ALCM, F-15 Aircraft/Systems/Subsystems, Douglas Corp. KC-135 Aircraft/Systems/Subsystems, B-1B Aircraft/Systems/Subsystems, C-17 Aircraft/Systems/Subsystems, F-22 Aircraft/Systems/Subsystems DME Corp. EETS/EEETS Test Sets General Electric F-16, F110, F101, F404, F118, J85, CF6-80C2, TF39 Engines, MH-60K + MH-60L Aircraft, F110 Propulsion, T700-701C + T700-401C Turbine Engines on HH 60J Aircraft Honeywell Int+l Inc. B-1B, B2, C-17, F-15, C-130, C-5 Secondary + Auxiliary Power System Ground Support Power, AIS Test Stations: Microwave, Display, Computer, Indicator/Control, Antenna A/D ITT Avionics AN/ALQ-172 Radar Lockheed Martin Corp. F-22 Aircraft/Systems/Subsystems, C-5 Aircraft and Avionics, F-16 Aircraft/System/Subsystems, C-130 Aircraft/System/Subsystems + C-141 Aircraft/System/Subsystems Northrop Grumman Corp. F-15 Aircraft Subsystems, E3 Radar + AWACS Raytheon F-15 Aircraft Subsystems, F-16 + C-141 Subsystems Rockwell Collins KC-135 Pacer Crag, KC-135R Pacer Crag Systems + Electronics, Inc. MC-130E AN/APQ-170(V)1 Radar Set + MC-130E AN/APR-170(V)1 Radar Set UTC Pratt + Whitney F-16, F-15, Engines ++ F100 Propulsion These are not Request for Proposals. The above described CETS contracts shall be awarded pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Sources interested in subcontracting possibilities should contact the above listed companies directly. Interested Sources may submit a capability statement, to address the requirements listed above, no later than 21 Feb 04. Capability statements must include total number of employees, professional qualification of personnel specifically qualified in the CETS areas outlined, whether a large or small business with respect to the size standard identified below, and if a small business or other, including 8(a) business, HUBZone, etc. Telephone statements will not be accepted.
