Description
A sole source procurement is contemplated with Reynolds Systems, Inc, (RSI) 18649 Hwy 175, Middleton CA, 95461-1229. RSI is the only known qualified source to perform this effort. The requirement is for fabrication of a Low-Energy Exploding Foil Initiator(LEEFI). This LEEFI must be a low-energy input device with high-energy output that can detonate a main charge of PBXN-9. There is also a requirement for a low amount of inert material and a rugged surface mount. The delivered LEEFI will be used to support the development, test, and evaluation of adaptable warhead technologies. The Government has determined that the RSI LEEFI configurations are the only low-energy initiation technologies available that fully meet its requirements. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government intends to purchase these items under FAR Part 12 as commercial items. The total effort is not expected to exceed 6 months. After delivery, the Government will be responsible for any further examination, mounting, and integration of these detonators into warhead systems. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses submitted should be in one copy only and must be received within 15 days from the date of publication. Responses should be sent to AFRL/MNK, 101 W. This synopsis is for information and planning purposes only and does not constitute an IFB or RFP and is not to be construed as a commitment by the Government. Firms responding to this synopsis should state whether they are or are not a small business concern as defined by NAICS code 541710 with a size standard of 500 employees. NOTE 22 applies.
