- Sources Sought Synopsis for Contractor to perform Labor Market Analysis for Nellis Air Force Base in Nevada. The Contractor shall provide a Labor Market Analysis Report based on the government provided position descriptions. Specifically, the Contractor?s Analysis may study the number of civilian position in the organization, local base lapse rate, hiring of civilians, demographics/average age, number of personnel in the local area possessing the specific and similar labor category skills, local unemployment rate based on labor category, Federal employees in the local area with the same or similar skills, comparison of salaries with the same or similar jobs, recruitment issues or problems, employees outside of the local area, determining relocation cost, and training new personnel.
