Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the Office of the Air Force plans to offer the privatization of the existing Electrical and Natural Gas utility systems located at March Air Reserve Base (ARB), CA. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, a firm will be selected to assume ownership of the above-mentioned utility system. The successful firm will be required to purchase the existing system(s) from the Government and may be required to provide expansions to the system(s) to meet future needs of the Government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate, the utility system(s). The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way(s) (ROWs) as Attachments to the RFP. The utility systems will be conveyed via a Bill of Sale upon award of the contracts. The Contractor proposal and plans may become a part of the contract upon the decision to award. Past Performance information from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: Installation: March Air Reserve Base (ARB) Location: Riverside, California Installation Description: March Air Reserve Base (ARB) is located in southern California, 9 miles southeast of Riverside, California. The base is located on 2,300 acres of Air Force owned land. There are approximately 166 AFRC buildings on base with 1,430,000 square feet. Utility systems to be privatized: The following is provided only to give an approximation of the size, scope and general description of the system. Any numbers should only be used for estimating purposes. The following system parameters are approximations. a. Electrical: March ARB receives power from two delivery points: one 115 kV overhead line and one 34.5 kV line. Each overhead delivery line feeds into a government-owned substation (one with a 20 MVA capacity and the other with a l5 MVA capacity) where the voltage is stepped down to 13.2Y/7.6 kV for distribution. Primary and secondary distribution is accomplished via approximately 35,500 linear feet of overhead line and 117,174 linear feet of underground line. The system includes 66 pole type transformers, 40 pad mounted transformers, and 44 substations. There are 12,150 linear feet of street light circuits with 108 fixtures and poles. b. Natural Gas System: Natural gas is supplied to the base via one 10-inch main. The distribution system consists of approximately 35,908 linear feet of steel mains varying in size from 2 to 10 inches in diameter. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
