Description
This is a third set of questions and answers for the subject RFP. Q: In a recent modification to the solicitation, an indication was given that a ?field dictionary? was available that includes descriptions of the fields in the standard prescription claims layout. Would it be possible to get a copy of this dictionary? A: The dictionary will be made available to the vendor selected to perform the contract. The dictionary we have contains proprietary information; therefore, we cannot distribute it before a selection is made. If you believe there is specific information that is necessary for you to submit an accurate proposal, we may be able to give you some additional information regarding the fields. Q: I noticed in the modification that medical claims would be made available to allow for linkage of diagnosis with the pharmacy claims. Is a similar ?field dictionary? available for this file and can we get a copy? A: There is a dictionary for each file that will be used in the analysis. However, as stated above, we do not wish to distribute this information until a contractor is selected. Q: One of the requirements outlined in the solicitation is for the identification of potentially fraudulent prescription claims. One of the most basic types of fraud is the creation of claims for non-existent or non-eligible members. In order to assess whether or not such fraud exists, one must know who is eligible during any given time period. Will an eligibility file be available that will allow the contactor to assess whether or not there are claims for non-existent or non-eligible members? And again, is a similar ?field dictionary? available for this file and can we get a copy? A: All information/files needed to perform the objectives listed in the RFP will be made available to the selected contractor. Also, a dictionary will be provided for each file. Q: The solicitation requires that the contractor evaluate whether or not the PBMs adhere to contractual agreements related to pricing, rebates, dispensing fees and other fees and practices. Is there a mechanism to access copies of the contract(s) so that we can better understand the analytic procedure that will be necessary to perform the work satisfactorily? A: Copies of the contracts will be made available to the vendor that is selected. However, because of the proprietary information contained in these contracts, we are not allowed to distribute these contracts. The due date for receipt of proposals is UNCHANGED by this notice modification. Your offer must be received by 3 PM, EST, on January 29, 2004, to be considered.
