- This is an Amendment, which will be identified as number one (01) for Solicitation FA4613-04-Q-0020. This Amendment replaces the previous notice in total. Incorporated into this amendment will be DFARS 252.212-7000 Offeror Representations and Certifications--Commercial Items and DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. This amendment also incorporates a change to the Acquisition Circular, from Acquisition Circular 2001-15 to 2001-19. Solicitation /Synopsis: This combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation FA4613-04-Q-0020 is issued as a Request For Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-19. The North American Industry Classification System Code (NAICS) 334513 and employee standard size of 500. The proposed contract listed as set-aside: Small Business (SB) contractor. THE CONTRACTOR SHALL PROVIDE: a one-time life-of-system supply purchase for 380 each DYN 1-10654-000-0-24 and 50 each DYN1-10653-000-0-24 (brand-name specific) Electronic Speed Controllers manufactured by the Barber Colman Company. These Electronic Speed Controllers are designed to withstand effects of a near neighbor nuclear explosion (s) and used to govern already state speed of diesel electric units within a tolerance of plus or minus 0.25 percent. Diesel Electric Units used to provide primary standby power to Minuteman missile facilities. The requested items have been discontinued and replaced by DPG-2201 Series however, this replacement product is a microprocessor-based controller and it is not designed to withstand weapon system nuclear criteria effects and is NOT acceptable. Reconditioned items are NOT acceptable. All pricing will be broken out per unit price, to include FOB Destination to FE Warren AFB, WY 82005-2860. The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition with the blanks filled in as follows: Request for Quotation will be evaluated for price and compatibility with specifications. Quotes shall include pricing information to include material unit price and extended total as well as the completed provision at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items, with its offer. The clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. No addenda apply. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items-applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (14), (16-19), and (29).
