Description
DATE FOR RECEIPT OF OFFORS IS CORRECTED TO 16 FEB 2004 AFMETCAL Det 1 at Heath OH intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of an RF/Microwave High Frequency Counter. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subparts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written request for quotation (RFQ) will not be issued. It is the offeror's responsibility to monitor this site for the release of amendments (if any). The RFQ number is FY2333-04-Q-0020 and should be referenced on any offer submitted. The NAICS code is 334513 and the business size standard is 500 employees. This quotation is being solicited as unrestricted. The requirement is for 25 each, RF/Microwave High Frequency Counters, Data and Extended Five (5) Year Warranty, in accordance with Purchase Description number 1M-04-MLEE-TS-27, Revision 4, dated 11 June 2003, and available at this site. Solicitation also includes a FY05 Option quantity of 1-25 and a FY06 Option quantity of 1-27. PROPOSAL SAMPLES ARE REQUIRED - 3 Each proposal samples must be submitted with your offer. Failure to furnish the proposal samples on time may require rejection of your offer. The proposal samples will be evaluated to determine compliance with all the characteristics listed in Purchase Description 1M-04-MLEE-TS-27, Revision 4, dated 11 June 2003. Failure of these proposal samples to conform to the required characteristics may result in rejection of your offer. Items delivered under any resulting contract must conform to the approved samples. The proposal samples shall be submitted at no expense to the Government and shall be returned, at the offerors expense, upon completion of evaluation. Evaluation will take no longer than 30 calendar days after receipt at AFMETCAL. The remaining units will be shipped directly to CONUS locations to be provided at time of award. This Counter must be capable of making frequency measurements up to 50 GHz, using a single input with no external mixers or power sensors required. The Counter must have a minimum of 11 digits of display and at least 1 Hz of resolution at 50 GHz. The Counter must have a Time Base Aging Rate of at least 5 X 10E-10 per day. The Counter must have a GPIB Interface for remote programming. This Counter is to provide frequency measurement for Signal Generators with output capability up to 50 GHz. Data, in accordance with DD Form 1423 and DD Form 1664 is also required. The purchase description and data requirements are available for download at this site. Delivery shall be 120 days after receipt of notice of award. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-3, FAR 52.212-4 and FAR 52.212-5. All offerors shall provide with their quotation, a copy of their commercial warranty, any descriptive literature, brochures, and/or adequate information to determine that the proposed item meets the requirements of the purchase description. Technical evaluation and approval of the proposed unit by AFMETCAL is required before award will be made. Award will be based on technical acceptability and price. Offerors shall submit sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed unit. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this request for quote. The technical response shall include a written line-by-line response to each paragraph number of the purchase description. Each item response is to be specific and detailed enough to allow full evaluation of the equipment being offered and it?s capabilities. A simple statement of compliance is not acceptable. Where the technical literature demonstrates that the proposed unit meets the requirement of a specific purchase description paragraph you may reference that page and paragraph of the technical literature in your technical response in lieu of restating it. The offer must: (1) be for the item described in the purchase description; (2) be FOB Destination to this agency; (3) include a delivery schedule and discount/payment terms; (4) include copy of commercial price list; (5) include name of and be signed by an authorized company representative along with telephone number and facsimile number; (6) include their taxpayer identification number (TIN), CAGE Code Number and DUNS Number, (7) include a technical proposal, and include a completed copy of FAR 52.212-3 Representations and certifications. This will be a DO-A70 rated order. Offers are due by 6 February 2004 at 4:00 PM EST to: Glenna Pound, AFMETCAL Det 1/MLK, 813 Irving-Wick Dr W, Bldg. 2, Heath OH 43056-6116. Any offer or modifications to the offer received after the exact time specified for receipt of offers/quotes may not be considered. All contractors must be registered in the Central Contractor Registration (CCR) Database. All responsible sources may submit an offer, which shall be considered by this agency. This procurement is contingent to the availability of funds.
