WOLFE AVE., BLDG. 2800, EDWARDS AFB, CA 93524 SUBJECT: ANNUAL SOFTWARE SUPPORT AGREEMENT FOR REALIZATION TECHNOLOGIES, INCORPORATED?S CONCERTO SOFTWARE REF NO.: F7ITBF40090100 DUE: 24 JANUARY 04 POC Traudi Koppisch, 661-275-9626 (fax) DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, Realization Technology, Incorporated for Concerto Software. This acquisition is unrestricted. The Standard Industrial Classification Code is 7372. The NAICS code is 541511. This procurement is for support of the 412 TW Theory of Constraints Program Management (TOC PM) for project management. The following items will be procured: Annual software support agreement for Realization Technologies, Incorporated?s Concerto software. Concerto software consists of a web based interface (Concerto Conweb) and stand alone clients (Time to Market Planning). This software is the primary Program Management software that will be used in support of the 412 TW Theory of Constraints Program Management (TOC PM) for project management. The services required are software support for the existing Concerto Conweb and Time to Market Planning software. The specific support required involves the following: User technical support via email, fax, and phone. Provide updates (bug fixes, error corrections and minor enhancements) as they become commercially available. Provide upgrades (new software versions that contain major enhancements or significant new functionality) as they become commercially available. Provide workarounds (temporary solutions to software problems) so that all major functions of the software are operational. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include Offeror Representations and Certifications -- Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to www.arnet.gov to get a copy or contact the contract specialist by email to receive a copy. Any responses received without 52.212-3 will be considered non-compliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is January 25, 2004. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, 24 January 2004 at 3:30 PM PST. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 10 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
