Description
The Population Dynamics Branch of the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) has a requirement to charter two commercial fishing vessels to conduct a monkfish survey in 2004. The vessels shall be involved in conducting sampling of the monkfish population in U.S. waters in the region from Cape Hatteras through the Gulf of Maine, with one vessel operating in the northern region (Gulf of Maine and northern Georges Bank) and the other operating in the middle Atlantic region and southern Georges Bank. The anticipated cruise schedule for both vessels is as follows: Leg 1: February 23, 2004 - March 5, 2004 (12 days, survey tows) Leg 2: March 8, 2004 - March 19, 2004 (12 days, survey tows) Leg 3: March 22, 2004 - April 2, 2004 (12 days, survey tows) Leg 4: April 5, 2004 - April 9, 2004 (5 days, survey gear experiments) The proposed contract will be firm fixed price and awarded on a competitive basis to an eligible business concern included in one of the following two cascading preference tiers, provided that adequate competition is received and award can be made at fair market price. Adequate competition is defined as: the receipt of at least two (2) competitive offers in a tier from qualified vendors. Evaluation preference is to be applied in the following manner: First Tier Competition: Defined by competition among eligible small business concerns providing 51% or more of the direct labor dollars proposed for the required contract effort. In the event that competition and price requirements cannot be met under the First Tier Competition, and there is only one technically qualified firm offering a fair market price, then the competition for this Tier will end; however, the one qualified vendor from this Tier will become eligible to compete in the Second Tier Competition: Defined as an unrestricted, full and open competition with selection of an awardee based upon a best value determination pursuant to FAR Part 15.3. All responsible sources may submit an offer which shall be considered by the agency. A copy of the solicitation is attached to this announcement as a downloadable Word file.
