Description
THIS IS AN AMENDMENT TO THE NOTICE POSTED ON JANUARY 9, 2004 FOR THIS SOLICITATION. THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE GUIDANCE TO POTENTIAL OFFERORS FOR RESPONDING TO RESPONSE NO. NINE (9) OF THIS SOLICITATION: "LIST OF ASSUMPTIONS MADE BY THE OFFEROR IN SUBMITTING THE QUOTE THAT RELATE TO CONTRACTOR PERFORMANCE AFTER AWARD." WHEN RESPONDING TO RESPONSE NO. NINE (9) OF THIS SOLICITATION, POTENTIAL OFFERORS SHALL CONSIDER AND DESCRIBE THE CIRCUMSTANCES, ENVIRONMENT, AND ASSUMPTIONS THAT THEY RELY ON WHEN SUBMITTING A QUOTATION FOR THIS SOLICITATION. FOR EXAMPLE, A POTENTIAL OFFEROR MAY ASSUME THAT THE SYSTEM OFFERED FOR THIS SOLICITATION WILL BE USED IN ACCORDANCE WITH THE INSTRUCTIONS AS PROVIDED BY THE OFFEROR. AN OFFEROR MAY ASSUME THAT THE SYSTEM OFFERED FOR THIS SOLICITATION WILL BE MAINTAINED AS INSTRUCTED BY THE OFFEROR. AN OFFEROR MAY ASSUME THAT THE SYSTEM OFFERED FOR THIS SOLICITATION WILL BE HOUSED IN AN ENVIRONMENT FREE FROM RAIN, WIND, AND EXTREME SUN. THE THREE ASSUMPTIONS MENTIONED ARE ONLY EXAMPLES THAT MAY BE USED AS A GUIDE TO ANSWERING RESPONSE NO. NINE (9) OF THIS SOLICITATION. ASSUMPTIONS MADE BY POTENTIAL OFFERORS MAY VARY IN NUMBER AND IN SCOPE. THE REMAINDER OF THIS NOTICE IS THE CONTENT OF THE PREVIOUS NOTICE, AND ALL OTHER TERMS AND CONDITIONS FOR THIS SOLICITATION REMAIN UNCHANGED AND IN FULL FORCE AND EFFECT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. *** This solicitation seeks quotes for NEW equipment only. The United States Government will not consider quotes for used or refurbished equipment related to this solicitation.*** The solicitation number is SB1341-04-Q-0178. This solicitation is issued as a request for quotation (RFQ). *** The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18. *** This solicitation is being conducted as a small business set-aside.*** The North American Industry Classification System (NAICS) code for this solicitation is 54170, and the small business size standard for that NAICS code is 500 or fewer employees.*** The list of contract line item number(s) and items, quantities, and units of measure are as follows: Item No. 0001, Inkjet Printer Microdispenser For High Explosives System, Quantity, 1 Unit, Each; Item No. 0002, Contractor Acceptance Testing of Item No. 0001, including travel and lodging costs, Quantity, 1 Unit, Job; Item No. 0003, Contractor Installation of Item No. 0001, including travel and lodging costs, Quantity, 1 Unit, Job; Item No. 0004, Training for Item No. 0001, including travel and lodging costs, Quantity, 1 Unit, Job; Item No. 0005, Commercial Documentation for Item No. 0001, Quantity, 1 Unit, Lot; Item No 0006, Optional Extended Warranty for Item No. 0001 (If available), Quantity, 1 Unit, Each. *** THE DETAILED SPECIFICATIONS/REQUIREMENTS FOR ITEM NUMBERS 0001 THROUGH 0005 ARE EXTENSIVE AND MAY BE OBTAINED BY THE POTENTIAL OFFEROR BY SENDING AN EMAIL TO Gene.Calvert@nist.gov NO LATER THAN WEDNESDAY, JANUARY 14, 2004. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical acceptability of items offered, in terms of whether they meet or exceed the specifications listed in this solicitation; past performance information of the Offeror, and evaluated price.
