Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) is seeking a Contractor to provide Information Assurance technical services and support. TASKS: The contractor shall provide: 1) An Information Assurance Subject Matter Expert (SME) to perform a wide variety of tasks associated with the SAA information security program, including monitoring intrusion detection systems (IDS) and reporting on activities. The SME must work on-site at the Senate during normal business hours; and 2) The Contractor must provide resources for 24 x 7 x 365 remote monitoring of on-site intrusion detection systems and provide daily reports on those activities. MANDATORY REQUIREMENTS: The contractor shall have: 1) A minimum of five years relevant experience in providing intrusion detection services 2) The SME must have a minimum of five years experience in the field of information security; 3) The Information Assurance SME services and the off-site 24x7x365 IDS monitoring coverage must be acquired from United States Contractors only using U.S. citizens who must pass a background check. No foreign participation in this Contract shall be allowed; 4) The Contractor must be located within a one hundred mile radius of the Capitol Building in Washington, D.C. 5) All work performed by the SME will be on-site at Senate locations located in the Washington, D.C. area. The SAA invites all qualified sources to respond to this sources sought announcement. Responses to this sources sought request are due to the POC no later than January 27, 2003 12:00 Noon EST and shall be submitted electronically via e-mail to acquisitions@saa.senate.gov. The subject line of the email message should be ?2004-S-024 ?Intrusion Detection Services". Responses must contain: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number; 2) Discussion of your firm?s ability to perform the tasks and meet the mandatory requirements; 3) Three past performance references (preferably federal agencies) with a contact name, title, and phone number and a brief synopsis of the services provided by the Contractor. The past performance must demonstrate your firm?s ability to provide the required services. Responses shall not exceed ten (10) pages. Access to information in any files attached to the response is the responsibility of the submitting party. The SAA is not responsible for any failure to access information. Only pre-qualified vendors will be permitted to submit proposals. The information supplied in response to this sources sought notice will be used to pre-qualify vendors that will be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be placed on a solicitation mailing list. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in February 2004. Telephone requests for additional information will not be honored. The Senate or the SAA will not be responsible for any costs for the preparation of responses to this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT ANNOUNCEMENT AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR U.S. SENATE.
