- The announcement that appeared in the FedBizOpps on Wednesday, December 3, 2003, issue No. RFP 039643, Investigative Analyst Consultant Service, is hereby amended. The purpose of this modification is to CANCEL RFP-039643 IN ITS ENTIRETY. The Government intends to open this RFP in the near future. Any questions feel free to contact me at (202) 324-1144. The Federal Bureau of Investigation (FBI), Personnel Security Section (PSS) and the National Virtual Translation Center (NVTC) programs have a need to acquire the services of multiple contractors with experience in reviewing security evaluation analyses, conducting and/or reviewing background investigations in making suitability and/or security adjudication decisions. The contractors tasks shall include but not be limited to the following: (1) Provide guidance and assistance to Senior Adjudicators in making suitability assessments for employment or continued employment in security clearances including position of trustworthy in case specific and general. (2) Prepare written analyses on the aspects of suitability and/or security investigation in making adjudications. (3) Perform reviews of background investigations, personnel records and other records as necessary for making a written record of accuracy and completeness of the investigation. (4) Assist in the preparation of a written record to enable the Security Program Manager (SPM) and/or the Director of the NVTC in creating an adjudication record regarding each matter. This type of contract is for labor-hours with fixed hourly rates for one (1) base year and four (4) additional one-year option periods. The primary place of performance is FBI Headquarters, Washington, D.C.,and multiple location (to be determined) within the United States are pending. This is a 100% small business set-aside. The NAICS code is 54169 and business size standard is $5 million in annual receipts. The contractors shall be required to have a Top Secret security clearance or the ability to be cleared at the top secret level. The FBI intends to make multiple awards to a pool of prospective offerors on an as needed basis for a minimum of one (1) year to the most highly qualified technical proposal.
