Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number BPD-04-CI-0018 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. The NAICS code for this solicitation is 541690 and the size standard is $6M. The Bureau of the Public Debt on behalf of the African Development Foundation (ADF), a U.S. Government Corporation fostering grassroots participatory development in Africa, has an immediate need to hire a Senior Program Advisor and Program Operations Coordinator. This will be a fixed price personal services contract and the solicitation allows for more than one award. I. Background The African Development Foundation (ADF) is dedicated to promoting broad-based sustainable development and empowerment of the poor in Africa, expanding the capacity of local organizations to support grassroots development, and leveraging resources for creative solutions to Africa?s development challenges. ADF is recruiting an individual(s) on a contract basis (i.e. Personal Services Contract) to serve as a senior program advisor to coordinate program operations. The recruitment is for an immediate opening, at ADF Headquarters in Washington, D.C. This position is located in the Office of the President and reports to the President of the Foundation. This solicitation allows for more than one award. The period of performance is a base period of 12 months with 3 one-year option periods. II. Statement of Duties Summary of Duties: The personal services contractor(s) serves as senior advisor to the President of the Foundation, responsible for coordinating program operations. The incumbent is responsible for coordinating, at the direction of the President: (1) recruitment and mobilization of Partner Organizations and Country Representatives and planning and assessment of their operations; (2) formulation of annual and quarterly performance plans for the Office of Program and Field Operations (OPFO) and the Office of Policy and Program Review (OPPR) and quarterly reviews of progress for each division there under; (3) development of funding plans and targets and monitoring progress against them; (4) formulation of program strategies and budgets; (5) development of policies and procedures for implementing and evaluating the ADF program; (6) periodic review of country portfolios and annual assessment of program performance; (7) distillation and dissemination of ADF?s lessons learned and best practices. The incumbent serves as a member of the Senior Management Team and may represent the President on the Program Development Group (PDG) and Program Review Committee (PRC). Description of Duties and Responsibilities The senior program advisor coordinates, under the direction of the President, all aspects of program operations. As noted above, the duties and responsibilities fall into eight areas of work, which are described in greater detail below: 1. Recruitment and mobilization of Partner Organizations and Country Representatives and planning and assessment of their operations. The incumbent coordinates with the OPFO Regional Directors planning and executing the recruitment and mobilization of Partner Organizations and Country Representatives, including advertising, assessing candidates, making recommendations on selection to the President, equipping offices, and providing orientation on ADF policies and procedures. During implementation of the cooperative agreements of Partner Organizations and the contracts of Country Representatives, the incumbent works with OPFO Regional Directors to ensure that these parties develop five-year strategic plans and annual work plans and submit quarterly financial and progress reports, and that ADF provides quality, timely feedback on these critical products. S/he also works with the OPFO Regional Directors to ensure that the work of the country team is completed consistent with previously set timeframes and quality specifications and complies with ADF policy and procedures. Finally, the incumbent coordinates with OPFO Regional Directors their annual performance reviews of the Partner Organizations and Country Representatives and makes recommendations, as needed, to the President on remedial action or personnel changes in the Partner Organization or Country Representative office. 2. Formulation of annual and quarterly performance plans for the Office of Program and Field Operations (OPFO) and the Office of Policy and Program Review (OPPR) and assesses quarterly reviews of progress for each division there under. The incumbent works with OPFO Regional Directors on the formulation of annual and quarterly performance plans that address all aspects of the country programs, including: (1) Partner and Country Representative recruitment, mobilization, development, operational oversight and monitoring, and performance assessment; (2) country program strategy development; (3) proposal screening, project selection and development, and PDG/PRC presentations; (4) portfolio remediation and performance improvement plans; (5) program assessments; and (6) project evaluations and close-outs. The incumbent also works with OPPR Team Leaders on the formulation of annual and quarterly performance plans that address all aspects of their divisions? work, including: (1) review of project papers against ADF policy and guidelines; (2) planning and execution of country portfolio reviews; (3) planning and conduct of special studies, research, and evaluations; (4) development of guidance for the conduct of assessments of program impact, the review of those reports, and drafting of ADF?s annual performance report; (5) and the distillation of lessons learned and success stories for dissemination. 3. Development of country funding plans and monitoring progress against them. The incumbent works with the OPFO Regional Directors to develop country outreach strategies and formulate annual and semi-annual project funding targets for each country. S/he then conducts monthly reviews with each Regional Director on progress in developing new projects for review and coordinates the scheduling of those reviews between OPFO and OPPR and the Office of the President. The incumbent also reviews memoranda recommending proposals for funding prior to submission to the ADF President. 4. Formulation of program strategies and budgets. The incumbent advises the President on overall Foundation strategic goals and objectives, works with OPPR on the formulation of corporate and sectoral strategies, and coordinates with OPFO on the development of country program strategies. S/he also works with OPPR and OBFA on drafting ADF?s budget requests to OMB and the Congress. 5. Development of policies and procedures for implementing and evaluating the ADF program. Works with OPPR and the General Counsel on development of policies and procedures for all aspects of implementing and evaluating the ADF program, including: guidelines for project development to ensure technical, financial, economic and social feasibility, and conformity with Foundation policy and U.S. government guidelines; standards for review by the Project Discussion Group (PDG) and the Project Review Committee (PRC); and guidelines for monitoring and assessing the impact of projects and country program performance. 6. Periodic review of country portfolios and annual assessment of program performance. The incumbent coordinates with OPPR and OPFO on designing and implementing a system for monitoring and evaluating all ADF-funded projects and programs. S/he works with OPFO Regional Directors to ensure that ADF-funded projects are being implemented consistently with the terms of the Grant Agreement and are meeting agreed upon performance objectives. The incumbent coordinates with OPPR staff, OPFO Regional Directors, and OGAMIS Grant Managers to ensure that quarterly progress and financial reports are systematically reviewed, remediation plans are developed as needed, and follow-up action is taken. The incumbent participates in reviews of project grant audits and coordinates with the OPFO Regional Director on follow-up to audits, and s/he ensures project closeouts are conducted at the end of the grant period. The incumbent works with OPFO and OPPR on the planning and execution of formal country portfolio reviews, and s/he makes recommendations to the President on critical remedial actions, including project suspensions or terminations and capacity building or changes required in the Partner or Country Representative office. Finally, the incumbent works with OPPR on development of guidance for the conduct of assessments of program impact, the review of those reports, and drafting of ADF?s annual performance report to Congress. 7. Distillation and dissemination of ADF?s lessons learned and best practices. The incumbent coordinates with ADF staff and the Foundation?s partners and grantees in documenting and disseminating ?lessons learned? and ?best practices,? and in identifying and evaluating different models for grassroots development that could be replicated on a larger scale. 8. Serves on Senior Management Team. The incumbent interacts substantively with other members of the Senior Management team to keep them informed on progress or problem areas and to ensure timely corrective action on program issues; participate(s) in Senior Management Team meetings; works with OPFO Regional Directors and OPPR Team Leaders to develop performance objectives for each member of their teams; coordinates OPFO and OPPR production of bi-weekly status reports for the President; works to achieve and sustain staff motivation and performance, as well as professionalism and collegiality within ADF, to help ensure that work proceeds in a timely and efficient fashion. III. General Work Conditions: The PSC will be stationed at ADF?s office in Washington, D.C., and will be provided space and office equipment there. The contractor is expected to take one 3 week trip to Africa each year. IV. Evaluation Process? 3 separate phases: Phase 1) Initial screen for Skills and Knowledge Required. Only offerors who meet the U.S. Cititizenship requirement and score very good or excellent on skills a-d will pass the initial screening and be rated on the remaining criteria for evaluation factors. Phase 2) Scoring of remaining Evaluation Factors in VI. Phase 3) Interview of Top Candidates: Based on Initial Screening and Phase 2 evaluation, the top candidates will be contacted for interviews. The interview will be evaluated based on verbal communication skills that clearly articulates their working experience as it relates to the SOW, ability to work with ADF senior staff and African Representatives, and experience in providing timely deliverables. References: You must provide 3 references. V. Skills and Knowledge Required: This senior PSC will be required, at a minimum, to have: a. a Masters Degree in business, management, economics or international development with solid financial and economic analysis training and demonstrable quantitative analysis skills; and b. minimum of five years experience in Africa or other overseas environment as a senior level business manager/advisor or senior level economic development professional c. successful prior experience working for a federal agency at senior levels; and d. ability to work in French and/or Portuguese. e. U.S. Citizenship VI. Evaluation Factors (Ranking Qualifications): The criteria presented below have been tailored to the requirements of this particular solicitation. Applicants should note that these criteria serve to establish the factors by which all phase II applications will be evaluated Planning and Organization, Monitoring and Evaluation: Demonstrated experience in a) establishing and monitoring yearly and quarterly goals, objectives and priorities for policy and/or operational units within a development agency, b) developing and implementing economic development policies and procedures and monitoring program performance and evaluation. Results Oriented Business Acumen: Demonstrated ability to a) stress and maintain accountability, for the effective and efficient use of USG and donor resources, b) develop, manage and/or monitor comprehensive performance improvement plans and/or continuous process improvement plans for the resolution of complex organizational and operational problems. Advisory and Consultant Experience: Demonstrated ability to provide expert policy and operational advice and/or consulting expertise to top level management and senior staff that has resulted in significant impact on business or program planning and implementation, and organizational administration. African Economic Development Experience: Knowledge and experience working with a) African government and organizations pertaining to economic development policies and practices, b) USG foreign assistance policies and program goals; c) and/or organizations implementing overseas development programs. Project Design and Management: Demonstrated experience in conceptualizing, designing and/or managing projects related to micro and small enterprise development, trade and investment, HIV/AIDS, and/or participatory community development programs. Ability to work in French and/or Portuguese VII. Pricing: Pricing may be negotiated, but offerors should submit their best offer initially. Travel will be funded under separate travel authorizations issued by ADF. No relocation allowance will be provided under the contract. Your proposed salary should be all inclusive and should provide for option year pricing. Please provide evidence of health insurance coverage. VIII. Contract award shall be made to the responsible offeror(s) whose offer(s), in conforming to this solicitation provides an overall best value to the Government based on technical, including past performance, and pricing. Technical experience is significantly more important than price. Offerors shall submit their proposals in English by e-mail to Procurement@bpd.treas.gov.
