Description
The Naval Undersea Warfare Center Division, Newport has a requirement for engineering and technical services in support of the Engineering Test and Evaluation Department (Code 70). Tasks shall include conducting research, design, development, test and improvement projects and programs; acoustic test range design, development and installation; computer software development; engineering studies; electrical/electronic/mechanical systems design; prototype fabrication; acoustic testing and evaluation of acoustic array and related systems; equipment repair and overhaul; planning, training, inventory control, configuration management, technical documentation; logistics support, and other requirements as set forth in the in-service engineering agent (ISEA) depot operational and management documents for the Towed Array Handling Equipment Depot located in Newport, RI; development and maintenance of specialized equipment used at the towed array repair faculties used to evaluate and repair towed arrays such as the AN/GQM-4 automated test set, acoustic performance monitor (APM), and the modular pressure booting and tension device (MPBT); development, operation, and maintenance of new and existing systems used in support of acoustic testing and evaluation; support of various research and development operations including towed array testing (at-sea and on-shore); underwater diving and construction; at-sea acoustic measurements; at-sea deployment, towing, and recovery of various types of towed bodies including towed arrays; design, installation, calibration, operation, and at-sea evaluation and repair of special devices used to measure sonar characteristics; development of test faculties for DoD equipment such as temperature test facilities and corrosion test facilities; performance of ship and facility checks for equipment installation/modifications; test, repair, modification, and installation of equipment on board ships, submarines, and land based test sites; providing training to equipment operators; the maintenance, service, modification, inventory, and shipment of specialized systems used on submarines, surface ships, and land based test sites; design, development, and installation of specialized equipment onboard surface ships, submarines and land based test sites. A Cost Plus Award Fee contract is planned. The Period of Performance is three (3) years and the estimated level of effort is 468,000 man-hours. Key Categories are Program/Project Manager III; Logistician III; Logistician II; Electrical/Electronics Engineer III; Acoustical Engineer III; Computer Engineer IV: Systems Engineer IV; Mechanical Engineer IV; Design Engineer IV. The Government intends to make a single award based on best value. Evaluation factors are Technical Capability, Past Performance, and Cost. The Service Contract Act and Organizational Conflict of Interest and SUBSAFE provisions apply to this requirement. Place of performance is unknown. Wage determinations will be requested for Rhode Island; Melbourne, FL; San Diego, CA; Austin, TX; Northwest FL; Orlando, FL; Baltimore, MD; and Washington, DC. Requests for wage determination for additional places of performance must be made no later than 1 Feb 2004. This is a follow-on requirement to Contract N66604-00-C-2871 with TTS Joint Venture.
