Description
Fitch Fuel Catalysts, a pre-combustion, non-additive fuel reforming catalyst and installation of the product as required. Required items and quantities are part number F4T, 7 ea., F5T-1, 2 ea., F5T, 234 ea., F6T, 760 ea., F8T, 968 ea., F10T, 455 ea. , F12T, 311 ea., F14T, 86 ea., F16T, 766 ea., F18T, 18 ea., F20T, 12 ea., F22T, 26 ea., F24T. 122 ea., F28T, 5 ea., F200, 994 ea., F300, 867 ea., F400, 94 ea., F500, 51 ea., F750, 84 ea., F1000, 31 ea., F5000, 18 ea., FFMS500, 89 ea., IN8G24, 283 ea., IN8G24B, 17 ea., IN6 24, 276 ea., IN6 36, 54 ea., IN8 24, 44 ea., IN8 24B, 8 ea., IN8 36, 5 ea., IN4 30, 410 ea., IN4 36, 101 ea., and IN2G36, 11 ea. The Fitch Fuel Catalyst resuscitates and preserves fuel in storage or just prior to use insuring fuel quality and optimum combustion and energy yield. The results are increases in fuel economy, fuel quality and power and reductions in emissions and equipment start-up time. The product is a maintenance-free device that can be delivered as a drop-in unit for use in fuel and storage tanks or as an in-line unit to catalyze fuel prior to combustion. The fuel undergoes a catalytic reaction to reformulate the hydrocarbon molecules into a more reactive arrangement. The catalyst does not require a power supply, add any elements to the fuel or generate any signatures. It is MIL-S-901-D certified. The fuel reformulating catalyst manufactured by Advanced Power Systems International, Inc. is a quaternary metal alloy with a low surface area / weight (~1.7 cm2/gram) ratio. Deliveries are required beginning not later than 30 days after contract award and ending not later than 240 days after contract award, with items to be supplied FOB destination to various locations within United States. Maximum quantity to be ordered is 7,209 fuel catalysts. It is intended to acquire the required items by placing a fixed price indefinite delivery, indefinite quantity contract with Advanced Power Systems International, Inc., 558 Lime Rock Road, Lakeville, CT 06039.The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will norm ally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information provided. Control Number N65540-04-Q-9999 applies.
