Description
The National Oceanic and Atmospheric Administration (NOAA), Environmental Technology Laboratory (ETL) proposes to negotiate on a sole source basis with an nine member team of Russian hydroacoustics researchers and technical translators for translation from Russian into English of a book entitled, A History of Russian Hydroacoustics: Articles, Essays and Reminiscences. In addition to an edited version of the original History material, several review articles will be included to address research areas not sufficiently covered in the original History such as: Theory of sound propagation, diffraction and scattering; computational methods in Soviet underwater acoustics; specialized acoustic research vessels; and acoustic oceanography. Several members of the Team were involved in the research developments chronicled in the History, or in the compilation of the volume. The History and supplemental review articles constitute a total volume of approximately 3.0 million symbols. The size of the team is necessitated by the (1) number of technically complex sub-specialities in the field of study, (2) inclusion of both complex technical translation and the more vernacular ?reminiscences? portion of the text, and (3) time-sensitive funding availability for project completion. The Team possesses a unique combination of experience and skill sets to complete this highly specialized task within the tight time frame required.*** This procurement is being conducted under the authority of FAR Part 13.1, Simplified Acquisition Procedures (NTE $100K). No solicitation is planned. Any responses to this notice must specifically address relevant vendor capabilities in detail and will be evaluated solely to determine whether or not it is in the Government?s best interest to conduct a competitive procurement. The anticipated award date is January 28, 2004.
